BACKGROUND
On April 24, 2000, the City Commission received the final breakdown of costs for six(6) separate public
improvement projects, including eighteen(18) different subdivisions, which involved special assessment
financing. Following a review of the projects, the City Commission scheduled a public hearing for Monday,
May 15, 2000 and instructed the City Clerk to publish a notice of the public hearing and to mail a notice of
the public hearing to each property owner in the benefit districts.
These projects were constructed in 1998, 1999 and 2000. A map of the project locations and a summary of
the total project costs are attached for your information.
The public hearing, to be held next week, is intended to receive input from interested parties and particularly
property owners within the special assessment benefit districts. The primary issue at this point in the process
is not whether the special assessments should be levied against the properties, but rather that the final costs
have been properly calculated and distributed. To be in compliance with public notice requirements, staff is
recommending that the City Commission approve the special assessment ordinance on first reading today and
then conduct the public hearing as well as the second reading of the ordinance on May 15, 2000. Other key
dates in the process are as follow:
May 18, 2000 Publish assessment ordinance
May 18, 2000 Mail final statements to property owners; begin pre-payment period
June 19, 2000 30-day pre-payment(without interest) period ends
June 19, 2000 City Commission sets July 10, 2000 to receive bids on sale of General
Obligation, Internal Improvement Bonds
August 1, 2000 Scheduled date for bond closing
RECOMMENDATION
It is recommended that the City Commission approve Special Assessment Ordinance Number 00-9977 on
first reading.
