Dear Mr. Olson:
Reference is made to your'October 27, 1972,' letter explaining the city's
position on the November 1st deadline for making a decision on the county
solid waste management plan. I am disturbed that there has been no ex-
change of ideas between the city and county in developing the solid waste
plan. The idea behind the joint city-county planning effort was not to
foist the problem off on one party or the other, but rather that the solid
~/aste problem w'as a complex one that does not recognize political boun-
daries and that there would be mutual benefit in developing a joint city-
county solution. It seems to me that the public interest would be best
served if the city were to take an active part in the planning efforts
to see that their needs as well as their capabilities are recognized.
It is unlikely that a plan can be developed which will meet the city's
approval if the city continues to merely observe the planning process.
Referring to my letter of June 12, 1972, which granted a variance from
SWR 28-19-14 until November 1, 1972, I have decided that it would not be
in the best public interest to press the city for a decision which would
undoubtedly result in the city withdrawing from the county plan. Accord-
ingly, I am extending the present variance until February 1, 1973. It is
expected that the city will use this additional time to establish commu-
nication with the county in this matter and that the city ~vill participate
in the remaining planning efforts.
