Agreement with H.W. Lochner, Inc. of Salina to perform design services related to interconnecting
and adjusting timings for traffic signals along the Ninth Street corridor.
BACKGROUND:
In April 2011, KDOT approved a $98,400 grant to the City of Salina to design, procure, and install
equipment to interconnect the signals on Ninth Street from Riffel Drive to Pacific Avenue. In February
2012, the City Commission approved and Mayor Angell signed an agreement with KDOT accepting
the funds. City staff solicited proposals from pre - qualified consultants who provide traffic engineering
services. H.W. Lochner, Inc. of Salina was chosen from among the six consultants who submitted
proposals. The selection process followed the Professional Services Selection Guidelines section IV
for agreements of $50,000 or less.
The engineering services contract portion of the agreement is the standard agreement that has been
used since April of 2009 and was recently updated to reflect the recent changes to Chapter 13 of
Salina Code regarding equal opportunity. The scope of services includes the following tasks.
• Assessing existing traffic signal hardware at each of the 19 signalized intersections.
• Directing City staff in obtaining traffic counts at each intersection.
• Directing City staff in obtaining travel times before and after the improvements.
• Determining signal timings for each individual intersection and computer modeling to
coordinate the operations among multiple signalized intersections.
• Preparing plans for equipment procurement and installation.
• Overseeing implementation.
• Preparing a report on the results of the implementation.
All documents have been reviewed and approved by the City Attorney.
FISCAL NOTE:
The attached agreement includes a "not to exceed" cost of $15,736 which will be reimbursed from the
$98,400 KDOT grant. Depending on design, any project costs above $98,400 will be borne by the
City and could be budgeted in the 2013 Sub -CIP process.
CONFORMANCE WITH STRATEGIC PLAN:
Goal 3 Action Item: Maintain a stable operating budget for the delivery of core public services, while
investing as many financial resources as practically possible into maintaining and developing the
public infrastructure.

Thank you for your request for funding from KDOT's Intelligent Transportation Systems (ITS) Set -
Aside Program for FY 2013. KDOT received requests totaling $5,564,787 for this year's program and
awarded $4,000,000. Following the review of the applications and presentations, the KDOT ITS Set -
Aside Committee began the evaluation and ranking process. After a thorough review of the applications,
the committee's final recommendations were based upon the overall average of the rankings for each
application. The recommended projects were then presented to the KDOT Program Review Committee
for final approval.
We appreciate the time and effort that was put into your application for the Major North -South Corridor
Signal Timing and Interconnection. The ITS Set -Aside Committee was also pleased with both the
number of applications received and their overall innovative nature. We are happy to announce that the
ITS Set -Aside Committee has selected your application for funding at the following amount:
