Petition Number 4241, submitted by Rex Vanier, Vanier Properties, L.L.C., requesting certain street,
drainage, and utility improvements in RiverRun Addition and an unplatted tract south of the RiverRun
Addition.
BACKGROUND:
Petition Number 4241 was filed in the City Clerk's Office on July 25, 2003 requesting street,
drainage and utility improvements in the RiverRun Addition and an unplatted tract south of the
RiverRun Addition. This petition has been signed by 100% of the property owners. The remaining
steps in this process include:
1. Preparation of an engineering feasibility report by the City Engineer;
2. Resolution of Advisability and Authorization;
3. Bid letting for public improvements;
4. Award of contract; and
5. Final special assessment ordinance.
RECOMMENDATION:
Accept Petition Number 4241 and direct staff to proceed with the special assessment process as
outlined in K.S.A. 12a601. The Resolution of Advisability and Authorization will be considered on
August 4,2003.

Springer Court; and all of Marymount Road Loop to serve Lots 1-7, Block 1, Lots 1-23, Block 2, Lots 1-5, Block 3, Lots 1-8, Block 4, Lot 1,
Block 5, and Lots 1-4, Block 6, Riverrun Addition to the City of Salina, Kansas.

The installation of a drainage crossing under Riverrun Parkway, approx. 120 ft. west of Marymount Road, and the Drainage Pond
Restoration to serve Lots 1-7, Block 1, Lots 1-23, Block 2, Lots 1-5, Block 3, Lots 1-8, Block 4, Lot 1, Block 5 and Lots 1-4, Block 6,
Riverrun Addition to the Cit of Salina, Kansas and an un latted tract of land south of Riverrun Addition referred to as Un latted Tract #2 .
See attached description.
The installation of approximately 7400 lineal feet of sanitary sewer main to serve Lots 1-7, Block 1, Lots 1-23, Block 2, Lots 1-5, Block 3, Lots
1-8, Block 4, Lot 1, Block 5, and Lots 1-4, Block 6, Riverrun Addition to the City of Salina, Kansas.
The installation of approximately 5600 lineal feet of water main to serve Lots 1-7, Block 1, Lots 1-23, Block 2, Lots 1-5, Block 3, Lots 1-8,
Block 4, Lot 1, Block 5, Lots 1-4, Block 6, Riverrun Addition to the City of Salina, Kansas.
Hereby propose that such improvement be made in the manner provided by Artide 6a, Chapter 12 of the Kansas Statutes Annotated, as
amended.
(B) The estimate or probable cost of such improvement is:
Two Million, Three Hundred Fifty Eight Thousand, Nine Hundred Sixty-One and 65/100 Dollars ($2,358,961.65)
(C) The extent of the proposed improvement district to be assessed as indicated on the attached plat and is described as follows:
Lots 1-7, Block 1; Lots 1-23, Block 2, Lots 1-5, Block 3, Lots 1-8, Block 4, Lot 1, Block 5, Lots 1-4, Block 6, Riverrun Addition to the City of
Salina, Saline County, Kansas. And Unplatted Tract #2 as described on attached description.
(D) The proposed method of assessment is:
Shall be based upon equal assessments for each equivalent residential unit in the benefit district relative to the type of improvement and the
area affected by each improvement.
(E) The proposed apportionment of costs between the improvement district and the improvement district and the City-at-Iarge is:
