Consider recommendations for grant fund allocations to local agencies for the 2003 Kansas
Emergency Shelter Grant Program.

There were five local agencies requesting funding under the FFY2003 Kansas Emergency Shelter
Grant program. The Salina City Commission authorized submittal of the application on January
27,2003. The sub-grant requests on their behalf totaled $70,814, compared to $89,480
requested by these agencies in 2002.
Awarded funds must be spent as designated by the State of Kansas. We have been notified the
City of Salina's grant award is identical to last year:
Shelter Rehabilitation: $ 3,000
Operations: $12,000
Essential Services $ 8,000
Homeless Prevention $10,000
Local Administration $ 868
TOTAL $33,868
The challenge for the City of Salina, as grant administrator, is to divide the awarded funds wisely
among applicant agencies. Staff recommends that the funds be distributed in the same manner
as last year, with the exception of a $1,600 portion designated for Essential Services. One
agency did not request any funds for Essential Services this year, so the amount is shown divided
equally for that purpose among the other four agencies.
If funding is approved and accepted by an agency, a grant agreement will be signed between the
agency and the City. A combined grant agreement will also be signed between the City and the
Kansas Department of Commerce & Housing. Funding will be supplied by the City as requested
by the agency and reimbursed to the City by the State.
A detailed report of staff's recommendations for 2003-2004 Kansas Emergency Shelter Grant
award reallocation among the five Salina agencies serving the homeless is attached. Staff's
recommendations were also sent to these agencies for their review.

Recommended Action
If the City Commission approves reallocation as recommended by staff, a motion should be
passed authorizing the Mayor to sign grant agreements with the local agencies and the State of
Kansas.
