Acceptance of public sidewalk easement dedication on the south side of Key Avenue on Lot 1, Block

2 of the Replat of Lambertz Addition (aka: 2590 South 9 Street).
BACKGROUND:

As a condition of site plan approval for the new Longhorn Steakhouse restaurant at 2590 South 9
Street, the Planning Commission required a new public sidewalk to be built and that the sidewalk be
located in a dedicated pedestrian easement. Due to the street design for Key Avenue, there is only 1
foot between the curb line on the south side of Key Avenue and Longhorn’s north property line. This
is insufficient space to construct a public sidewalk in the public right-of-way. As a result, the only
option for constructing a connecting sidewalk link on the south side of Key Avenue between Planet

Avenue and South 9 Street is to construct it on privat e property within a dedicated sidewalk
easement.
Construction of the sidewalk is complete and it has been inspected by City staff. The only remaining
step in making it a part of the public sidewalk system is the dedication of a public pedestrian
easement.
FISCAL NOTE:
The cost of constructing the sidewalk was borne by the property owner.
CONFORMANCE WITH SHARED VISION STATEMENT:
Acceptance of the offered sidewalk easement would be consistent with the following elements of the
city’s Shared Vision Statement.
Salina will become a city with “connectivity”. This means that bicycle and walking trails along
roadways, the flood control leve e and the Smoky Hill River will be used to connect residential
neighborhoods, commercial areas, schools and parks.
RECOMMENDED ACTION:
Accept the offered sidewalk easement dedication on the property owned by Rare Hospitality of
Kansas, Inc.
