Acceptance of Phase 3 of the Greater Salina Commu nity Foundation (GSCF) Nutrition and Physical
Activity (NPA) $32,000 grant for the Levee Hike and Bike Trail, City Project No. 12-2915.
BACKGROUND:
As discussed on the attached excerpt, GSCF “…received a grant from the Kansas Health Foundation
to help improve the health of Sa line County through better nutrition and increased physical activity.”
The City’s Comprehensive Plan, dated July 2009, states that “parks, recreation, and linear parks (also
known as trails) contribute to the quality of life in Salina.” The plan for Salina’s future, which reflects
past practice and current public sentiment, is to provide neighborhood parks and larger scale
community parks connected by trails. Linear parks or trails are especially important for physical
fitness and well being, because they facilitate extend ed aerobic activities such as walking, jogging,
and bicycling. One of Salina’s most used paths is located atop the levee from Magnolia Road to Bill
Burke Park.
In the Spring of 2010, City staff applied for the above mentioned grant proposing the development of
two portions of the levee into trails more particularly described as follows.
Place a new trail topping on the west side of Salina from Crawfo rd Street to Cloud Street, a
distance of approximately 6,000 feet in 2010.
Extend the current levee trail from Bill Burke Pa rk north to North Street, an approximate distance
of 8,300 feet, in two 4,150 foot phases in 2011 and 2012.
The 2012 phase will extend thru Indian Rock Park along Indiana and Gypsum Avenues to Iowa
Avenue. This section wi ll be more expensive due to the t opography involving more grading and
finishing work. The previous two phases involved the placement of four inches of limestone aggregate
surfacing on top of the existing levee.
The City was awarded a total of $108,900 for three years. Phase 1 was completed in December 2010
and phase 2 in November 2011. The attached m ap shows the current and future levee trails
completed, or proposed to be completed. Staff proposes to complete the section from Bill Burke Park
to Iowa at an estimated cost of $35,556.
FISCAL NOTE:
The GSCF NPA grant will fund 90% of the estimated project costs.The City is responsible for any
overages currently estimated at 10%, or $3,556, which will come from the General Fund.
COMFORMANCE WITH STRATEGIC PLAN:
Goal 6: The city will work to make Salina a city that has connectivity physically and socially.
RECOMMENDATION:
Staff recommends that the City Commission accept Phase 2 of the GSCF NPA $32,000 grant for the
Levee Hike and Bike Trail, City Project No. 12-2915.
