04-17-2012 Minutes April 17, 2012 Community Art & Design Advisory Committee 4:30 – 6:00 p.m. SAH Southwest Conference Room Minutes Present: Connie Burket, Lana Jordan, Charles Kephart, Vicki Koepsel, Betty Schmidt. Absent: Rachel Hinde and David Stueve. Staff Present: Brad Anderson and Karla Prickett 1.Welcome. Schmidt motioned to approve the minutes, Burkett seconded. Motion passed, minutes approved. 2.Anderson and Prickett reported that the “Process for Development and Approval of Art Projects Outside the City of Salina Capital Improvement Program” passed on the Consent Agenda of the City Commission meeting April 9 and thanked Committee members for their attendance. Staff also mentioned the contract for the City’s purchase of the 2011 People’s Choice Award for Sculpture Tour Salina was to be on the Consent Agenda for April 16 and was moved to the following week. 3. Anderson began a review of the three selected design proposals developed by Gillam Architects for the City’s entryways by providing the Planning Commission’s goals and guidelines developed for this initiative. The three designs for Committee review had been redeveloped by Gillam Architects taking into account the suggestions made at the last collective meeting where the CAD members and others provided input and suggestions which included incorporating motifs from the City’s wayfinding graphics. The request of the CAD Committee from the City was to determine the most aesthetic design taking into account the parameters from the Planning Department. Committee unanimously selected the low “S” curve wall design. Reasons for the selection were its simplicity and adaptability to a number of location scenarios. Quite a bit of discussion followed regarding the base and incorporation of wayfinding graphics. Comments on the wayfinding graphic included remarks about the color being stark and wanting a closer relationship between the graphic and the other materials used. Suggestions included metal cutouts in tones to coordinate with the lettering or “cap.” Selecting specific elements of the graphic for their placement within the piece. There was interest in creating the graphic out of different materials/techniques for each of the separate signs….mosaic, metal, formed concrete, color, natural, etc. This would provide the continuity while also providing interest – a different look for each entry. Concrete could be textured to create a nice surface, maybe tint or colored also. Stone base not necessary but felt a base of some kind would look best. Some members liked the look of it just emerging from the ground. Like the contrasting “cap.” Recommend natural plantings, zeroscape, incorporate grasses, colored grasses, etc. Committee requests their input on individual designs when final selections are being determined for each of specific locations. Recommendation to not place the signs too close to our public art entryway pieces so as not to conflict with them. These projects were developed specifically to provide greeting and welcome to citizens and visitors and so complementing that would be the best scenario. Members felt that maybe too many locations were being suggested and also felt the signs should be closer to the interstate if possible. 4. Update on the South Ninth Street Median project. Barbara has completed work with the Engineer and Fabricator and will provide the engineering drawings with incorporated changes based on the soil compaction survey. Her fabricator is ready to proceed now that this alteration is completed. 5. Review of Facebook and SAH website tabled to next meeting. 6. Copies of the new CAD Booklets and Brochures were distributed to Committee members for selected locations in the community. Location selections will be added to the delivery log sheet. Anderson mentioned that a page of quick questions was developed to hand out at presentations to provide a measurement tool for following up on community awareness in the future. 7.
