Re: Petition No. 3221 - Filed by Richard E. Brown - Installation of
traffic control devices on East Prescott Road
Gentlemen and Mrs. Cooper:
This office has completed a survey and study of East Prescott Road
from Front Street to Elmore Drive.
Part 1 of Petition No. 3221 "installation of signs necessary to
establish a 20 m.p.h, speed zone on East Prescott Road from its inter~
section with Riverside Drive to a point 100 feet east of its
intersection with Elmore Drive".
At present, there is a two-way stop sign at the Guernsey Drive -
East Prescott Road intersection stopping the Guernsey Drive traffic
and allowing the East Prescott Road traffic to progress through.
There is "NO PARKING" on the south side of East Prescott Road from
Guernsey Drive to Ohio Street and "NO PARKING" on' the north side of
.East Prescott Road from Guernsey Drive to Roach Street.
The speed limit posted in the area is 30 m.p.h. There are two
curves on East Prescott Road, one on either side of the Guernsey Drive
intersection and both can easily be driven at 30 m.p.h.
A radar speed survey was also conducted in this area January 19,
1972 to January 20, 1972. There were 992 vehicles observed during the
survey period and the average speed was 26.8 miles per hour and only
0.066% were exceeding the 30 m.p.h, speed limit.
The Salina Code, Section 22-79 states that the maximum speed limit
in any business district shall not exceed twenty (20) miles per hour.
The State Statutes, Article 5, Section 8-501 defines a business district
as a territory contiguous to and including a highway when fifty percent
(50%) or more of the frontage thereon for a distance of three hundred
(300) feet or more is occupied by buildings in use for business.

Attached is a sketch showing the zoning in this area. This sketch
shows that part of East Prescott Road from Guernsey Drive to Ohio Street
is zoned for either "D" local business di'strict or "DD" office district.
I recommend this section of East Prescott Road from Guernsey Drive
to Ohio Street be posted as a 20 m.p.h, speed zone.
Part 2 of Petition No. 3221 "installation of four-way stop signs
at the intersection.of Prescott and Guernsey".
A four-way stop should not ordinarily be used where the volume
of traffic on the intersection of streets is very unequal. Please
note by the attached traffic counts that approximately 88% of the
traffic entering this intersection is on East Prescott Road while
12% is on Guernsey Drive.
The 1970 and 1971 traffic accident records have been reviewed and
there were only three reported accidents for this period.
The Uniform Traffic Manual suggests the following conditions may
warrant a four-way stop:
1. "Where traffic signals are warranted and urgently needed,
the four-way stop is an interim measure that can be installed
quickly to control $raffic while arrangements are being made
for the signal installation.
2. An accident problem, as indicated by five or more reported
accidents of a type susceptible of correction by a four-way stop
installation in a 12-month period. Such accidents include right-
and left-turn collisions as well as right-angle collisions.
Minimum traffic volumes:
(a) The total vehicular volume entering the intersection
from all approaches must average at least 500 vehicles
per hour for any 8 hours of an average day, and
(b) The combined vehicular and pedestrian volume from the
minor street or highway must average at least 200 units
per hour from the same 8 hours, with an average delay to
minor street vehicular traffic of at least 30 seconds per
vehicle during the maximum hour."
This intersection does not meet any of the requirements mentioned
in the above warrants for a four-way stop.
It is my opinion that a four-way stop at East Prescott Road and
Guernsey Drive would become so annoying to the drivers that they would
seek other routes to travel and avoid the area. If this happened,
there is no doubt that much of this traffic would go to the intersection

of Front Street and Crawford Avenue which is already crowded during
the peak hours of the day. There were five injury and two non-injury
accidents reported at the Crawford Avenue and Front Street location
during 1971.
Therefore, I recommend the denial of part 2 of Petition No. 3221
for the installation of a four-way stop at the intersection of Guernsey
Drive and East Prescott Road.
