To receive approval from the Salina City Commission for the sole source purchase of one (1)
monitor/defibrillator/pacer from Zoll Medical Corporation.
BACKGROUND:
From 1991 through 1997, the Salina Fire Department purchased seven (7) Zoll PO 1400
monitor/defibrillator/pacers from Zoll Medical Corporation. The PO 1400's were state of the art
monitor/defibrillators when purchased. Zoll Medical was the first to develop the hands free operation
for defibrillation and external cardiac pacing. Over the past 12 years, the PO 1400's have proven to
be very reliable with little maintenance required. However, new technology has made the PO 1400
almost obsolete.
In the fall of 1998, Zoll Medical and other monitor/defibrillator companies introduced their new
monitor/defibrillator/pacer with biphasic defibrillation. This technology allowed defibrillation of the
heart at a lower joule setting, therefore, preventing additional damage to the cardiac muscle. The
newest addition to these monitor/defibrillator/pacers is the capability to perform 12 lead ECG in the
field with interpretation of the arrhythmia.
Zoll Medical Corporation is the sole manufacturer and provider of the Zoll "M" series monitor.
Purchasing the "M" series would allow continued use of current PO 1400 batteries,
charger/conditioner and multi-function pads, that are compatible with the "M" series in our supply
stock. The 2003 Capital Equipment Budget, (line # 902) is for $ 20,000.
RECOMMENDATION:
The Salina Fire Department recommends the sole source purchase of one (1) Zoll Medical "M"
series monitor/defibrillator/pacer with 12 lead ECG from Zoll Medical Corporation of 32 Second
Avenue, Burlington, MA, for $ 15,903 with a trade-in of one PO 1400.
