Consideration of bids received for certain Salina Municipal Solid Waste Landfill Facility
Improvements (Project No. 02-1333).
BACKGROUND:
The scope of this project includes the construction of a new cell (Cell No.4) and the final closure of
two completed cells (Cells No.1 & 2). Work items necessary to construct Cell No.4 will involve
excavation; liner system; and leachate collection system. Closure of Cells No.1 & No.2 involves
excavation; compacted fill; geomembrane; drainage aggregate; topsoil; and gas venting system.
Other miscellaneous site work includes the installation of gas vents on the old unlined cells; fencing;
groundwater monitoring wells; etc.
Bids were received on June 10, 2003 and are tabulated below:

Engineer's Estimate:
All bids were reviewed and found to be valid. Informalities and discrepancies in the submission of
the bids were minor and were waived.
Camp Dresser and McKee, Inc. (COM) provided the design and bidding services and contract
negotiations are proceeding to have COM also provide the construction related engineering services.
The project contract documents specified a completion date of 150 calendar days after the
notification to proceed is issued. We are estimating the total cost of this project (construction; design
& construction related fees; temporary interest; and contingency) to be approximately $3,100,000.
The 2003 C.I.P. budget designated $4,000,000 for these landfill improvements. This project will be
funded by combining bond issues with cash reserves.
RECOMMENDATION:
It is recommended the City Commission accept the low bid as submitted and award the contract for
Project No. 02-1333, Salina Municipal Solid Waste Landfill Facility Improvements (Cell No.4 and
Closure of Cells No.1 & No.2 to Smok Hill, L.L.C. in the amount of $2,476,164.76.
