Authorization to purchase four additional traffic video detection systems
BACKGROUND:
The City of Salina has 63 traffic controlled intersections. Twenty nine (29) of these intersections have
video detection systems, or the traffic cameras installed. The two intersections scheduled to be
upgraded to the traffic cameras this year are: (1) Ohio Street and Republic Avenue; (2) Broadway
Boulevard and South Street.
For many years, the City of Salina has used the loop detection system to trigger the traffic lights to
change the side street lights from red to green. This system uses a low voltage current in an
underground wire that loops at the intersection behind the stop bar. The electrical current passing
through the wire detects the presence of a vehicle at the intersection and sends a message to the
controller to change the light.
Since 1998, the loop detection systems have been replaced with the video detection system.
Although the video detection system cost about $4,400 more, the system has several advantages.
The video detection system does not require the installation of wires in the pavement, which must be
replaced every time street maintenance, such as mill and inlay work, takes place at that location.
Maintenance can be performed without blocking off the street, and the video detection system is more
dependable. These systems are not used for traffic enforcement.
Prior to implementing the upgrade program, a number of different types of video detection systems
where investigated and tested. Gades Sales Vantage Plus System with the RZ4C cameras was
selected as the best option for our traffic control system and has been the sole source of traffic video
detection equipment. The Vantage Plus System has proven to be dependable and the quality service
provided by Gades Sales, to repair or to provide replacement parts, has been excellent.
Gades Sales quoted $16,800 for equipment and installation per intersection. The equipment includes
four cameras, a control unit, mounting brackets, and wires. Delivery would be within 45 days. Staff
believes this to be a fair and reasonable price.
FISCAL NOTE:
The 2012 Sub -CIP budget allocates $35,000 in gas tax funds for traffic cameras. Sufficient funds are
available to cover this expense.
CONFORMANCE WITH STRATEGIC PLAN:
Goal 3: The City will provide the highest quality of services, consistent with governing body direction,
available resources and staff commitment to quality.
RECOMMENDED ACTION:
Staff recommends the City Commission approve the purchase of two traffic video detection systems
from Gades Sales Company, Inc. in the amount of $33,600.
