STAFF AGENDA:
Item # 4 - In addition to the problem pointed out by the City
Engineer relating to obtaining easements, a still greater problem
would be encountered due to the fact that we have no authority to
assess costs of such improvements to properties outside the
corporate limits of the City. It would appear that the only
solution to this problem would be that the property owners in-
volved would voluntarily consent to resolving these 2 issues.
Item #5 - The City Engineer report relative to this item is self-'
explanatory. You will note Petition 3208 (G-4 on the agenda)
filed by Ethel Reeder is for the denial of these improvements.
In comparing these 2 petitions we nor 6 resident property owners
who are in favor of the improvements, 4 are opposed. The 6
favoring the improvements represent 700 lineal feet of the
properties to be served. The 4 owners protesting the improve-
ment own 900 foot of the frontage involved. The protest petition
does not carry over 50% of either the resident property owners
or the lineal front footage involved. I concur with the Engineer
recommendation to approve the project.
Item ~6 - The enclosed letter dated 11-2-71 to the property owners
along Driftwood explains the Planning Commission reasoning for
recommending the name be changed. Ron Stout owns the only
dwelling on Driftwood that would be affected by this change, and
Tom has visited~with him. He was somewhat reluctant, but stated
he understood the reason for the proposed change and would
present no serious objection to it. Tom has received no recomm--
endations what so ever from the other property owners involved.
Item #7, 8, 9 - These are explained in detail in your copy of the
Planning Commission Minutes.
PUBLIC AGENDA:
Item #1 - Last week you received a letter and a sample of a sign
proposed by Shaver and Co. This particular proposal is in viola-
tion of Chapter 6, Section S-602 of our Uniform Building Code
which reads "All support of pole signs shall be placed on private
property .... "o The National Bank of America Planters were
erected under Section 32-41 of the Salina Code relating to aes-
thetics. This proposal would comply to that section of the ordinance
of the advertising signs were omitted. If you wish to approve
this request, the Uniform Building Code Section would have to
be amended. Our recommendation is that the request be denied
because the removal of such section from the Uniform Building Code
could result in an uncontrollable signing problem, not only
within the Central Business District, but any commercial district
of the c~ty.
Item #2 - Right of Way Easement for Water District #3 has been
approved by the City Attorney. That portion underlined was an
addition on our part and accepted by the district. The shaded
area of the attached map shows the location of the crossing.
Item #8 - It would appear that before you could make any decision
concerning Carl Ramsey's request, the City Engineer should be
instructed to establish the legal boundaries of the tract involved
and touch base with the Corps of Engineers concerning any matters
in which they may become involved.

Item #9 - Lee Haworth in his letter points out very little that
we have not previously discussed concerning the pitfalls of
Resolution 3064. I am asking Dean Boyer and Tom to give some
serious consideration and thought to this resolution in the
hopes that they may be able to provide some deeper insight into
the objectives we all desire. I know Lee expects an immediate
answer to this problem, however, I wonder in the long run if
it wouldn't be advisable to report this item to the Capital
Improvements Sub-Committee of the Citizens' Advisory Committee
requesting that they give immediate thought to it~reporting
back through the Citizens' Advisory Committee at their absolute
soonest possible time.
These items are for your own consideration and have not been
provided to the news media. Likewise the memo attached to the
agenda, items has not been provided to the news media.
The 'Technical Assistance Conferences provided by the League
appears to have several intereshing subjects on it. Those of
you who desire to attend one of the meehings just let Margaret
know as soon as possible.
