Consider preliminary approval of a request received from Great Plains Manufacturing, Inc. to
allow the installation of a private fiber optic cable within the public right-of-way of East North Street to
serve a manufacturing facility located at 1030 East North Street.
BACKGROUND:
Great Plains Manufacturing, Inc. leases the building and property at 1030 East North Street which is
used for manufacturing of agricultural equipment and is referred to as Plant No. 4. In order to provide
connectivity between Plant No. 4 and Building S-1 on the main Great Plains campus, Great Plains
Manufacturing is requesting permission to install fiber optic cable in the North Street right-of-way to
provide a data connection between Plant No. 4 and Building S-1 which is addressed as 601 Idlewilde
Place. Great Plains Manufacturing’s plan is to extend fiber optic cable from their communications
“tunnel” at the south end of Building S-1 south down to North Street, install fiber optic cable along the
north side of East North Street that would cross the Ohio Street right-of-way as well and connect to
Plant No. 4 which is located on the south side of North Street west of Ohio. While it is not ideal to
have private fiber optic lines in a public right-of-way occupied by public and franchise utilities, the
North Street right-of-way provides the clearest path between the main Great Plains campus and the
remote manufacturing facility west of North Ohio Street.
Staff has sent this request and proposed fiber optic route out to the public and franchise utilities that
utilize the North Street and Ohio Street right-of-way and they have not expressed any objections to
the placement or proposed route of the fiber optic line; however, they do have concerns about
properly identifying and locating all public utility (water and sewer) lines, particularly in the Ohio
Street-North Street intersection, prior to beginning any boring or fiber installation. This will require
close coordination between Great Plains Manufactu ring’s utility contractor and the City’s Utility
Department. Great Plains Manufacturing has hired Boretec, LLC to do the boring and install the new
fiber optic cable which would be approximately 1800 ft. in length.
At this point it is not clear to City staff whether or not it is feasible to navigate a fiber optic line through
the stacked utility lines criss-crossing the Ohio Street-North Street intersection.
RECOMMENDED ACTION:
It is recommended that the City Co mmission grant preliminary aut horization to Great Plains
Manufacturing, Inc. to place a private fiber optic cable in the East North Street and South Ohio Street
right-of-way, subject to confirmation in the field that it is feasible to run a fiber optic cable through the
Ohio Street-North Street intersection. Specifically, the Utilities and Public Works Departments are
requesting that:
A. Great Plains or their contractor expose the following public utility lines located within the North
Street and Ohio Street right-of-way to confirm pipe size, location and elevation of:
1. The thirty (30) inch cast iron wastewater force main running east-west in the south half of
the North Street right-of-way.
2. The twenty (20) inch cast iron wastewater force main running north-south in the east half

of the Ohio Street right-of-way.
3. The six (6) inch cast iron water main runn ing east-west in the s outh half of the North
Street right-of-way.
4. The twelve (12) inch cast iron water main running north-s outh in the west half of the
Ohio Street right-of-way; and that
B. Great Plains or their contra ctor confirm by means of a surv ey the pipe size, location, and
elevation of the following public utility lines located within the North Street and Ohio Street
right-of-way, specifically:
1. The ten (10) inch vitrified clay wastewat er gravity line running no rth-south in the west
half of the Ohio Street right-of-way.
2. The forty-eight (48) inch reinforced concrete storm sewer line running north-south in the
west half of the Ohio Street right-of-way.
3. The buried electrical cable serving the traffic signals at the intersection.
Boretec would be responsible for obtaining the necessary right-of-way excavation permits to expose
the above noted water lines and force mains.
If, after those field locates have been confirmed, it is determined that there is sufficient horizontal and
vertical clearance to navigate a fiber optic cable through the intersection, a formal license agreement
authorizing the installation of a priv ate fiber optic line within the publ ic right-of-way of East North
Street would be developed for the Commission’s consideration.
