Acceptance of permanent and temporary public drainage easement dedications on Lots 7-30, Block
12 in the Pacific Addition to the City of Salina, Saline County, Kansas (Heritage at Hawthorne Village
apartment complex).
BACKGROUND:
A preliminary development plan and a change in zoning district classification from PC-1 (Planned
Restricted Business) to PDD R 2.5 (Multi-Family Residential) for the Heritage at Hawthorne Village
apartment complex on the former Hawthorne School site was approved by the City Commission on
February 14, 2011
. Because of concern expressed by staff about what appeared to be an increase in
impervious surface and a potential increase in si te runoff compared to existing conditions, the
development plan was approved subject to the following condition:
A drainage report prepared by a professional engineer analyzing the impact of the project on the City’s
stormwater collection system shall be submitted with the final development plan. The City Engineer
shall approve the drainage report and final site gradi ng and drainage plans pr ior to issuance of a
building permit.
A drainage analysis prepared by Pete Earles, P.E. of Earles Engineering was submitted with the
building permit application for Phase I. The analysis indicated that due to the increase in impervious
surface caused by an increase in building coverage and paved parking area, on-site detention was
needed to hold or detain collected stormwater runoff coming off the site prior to entering the public
stormwater collection system. As a result of this conclusion, two permanent stormwater detention
basins were proposed by the design engineer in the southeast corner of the site. A third, “temporary”

detention basin was proposed west of the two apartment buildings facing 9 Street. This easement
and basin are potentially temporary because if Phase II is constructed this area will be converted to
parking and runoff will be detained un der the parking area. Initiall y, these 3 detention basins will
detain surface and rooftop runoff coming off the site and then it will be released at a controlled rate
th
where it will flow into a storm sewers in Grand Avenue and North 10 Street and then to a storm
sewer in Woodland Avenue, eventually discharging into West Dry Creek.
The primary purpose of requiring detention ponds to be located within public drainage easements is to
insure that they are not converted to other uses without City approval. The required drainage
easements have been legally descr ibed and executed by the land owner (Heritage Hawthorne
Partners, LLC) are now ready for the City Commission’s acceptance.

RECOMMENDED ACTION
