On July 16, 2007, the City of Salina entered into an agreement for engineering services with BWR
(currently Lochner) to develop a lighting recommendation report for Downtown Salina. The study looked
at lighting levels in the Downtown Business Improvement District #1 and considered options to repair or
replace the 346 decorative lanterns. The cost ranged, depending on the options, from $1.5M to $2.OM.
At the September 19, 2009 City Commission Study Session, options were presented, but no action was
taken due to a lack of funding for improvements.
In 2009 and 2010 the City contacted our Congressional Delegation for funding assistance. We attempted
to have the project Earmarked on an Appropriations Bill, but were unsuccessful.
Since then, the City of Salina has been approached by Johnson Controls who believes they can broker
an arrangement in a three -way partnership between the City of Salina, Johnson Controls, and Phillips
Lighting to lower the project costs to a level the City can afford.
Their plan is to gain discounts from Philips Lighting, utilize staff time and expertise from Johnson
Controls, have the City provide a maximum capital contribution, and finance the balance of the cost for
13.25 years, which will be paid for from utility savings for the use of LED lights and other modern
electrical equipment.
Project cost including discounts /help from Philips Lighting and Johnson Controls: $910,478
City of Salina Maximum Capital Contribution 300,000
Balance is financed by the City and paid from utility savings (lower usage) $610,478
Johnson Controls states that any cost over the capital contribution of $300,000 would be paid by Johnson
Controls and would also include any additional financing charges. Their plan is for the City of Salina to
pay no more than $300,000 for the Downtown lighting system upgrade.
At the Study Session on October 17, 2011, Cris Chistenson from Johnson Controls will present their
concept plan to the City Commission. The plan will outline what they intend to do and how the project
could be funded. In addition, they will discuss other possible cost reduction measures that could lower
the $300,000 investment made by the City of Salina.
Copies of the Study Session PowerPoint will be provided to the City of Salina Friday. Upon delivery, we
will see that they are distributed to the Commission so they can be reviewed over the weekend.
