Award of contract for the 2001 Neighborhood Drainage Improvements, Pheasant Ridge Addition, Project No. 01-
1315.
BACKGROUND
The 2001 Oapital Improvement Program allocates $270,000 for the Stormwater Project Program, which includes
a vadety of flood and drainage improvements. These improvements include flap gates, storm pipelines, drainage
structures, regrading, erosion control, and ditch liners, etc.
The 2001 program contains a component for the installation of an erosion control ditch liner on the west edge
of the Pheasant Ridge Addition which is a residential subdivision located east of Presbyterian Manor. Severe
erosion has occurred directly south of Orawford Street in this major drainage channel. The erosion is so
significant that an existing public sanitary sewer pipeline located below the ditch is now exposed to the elements
Bids were received for this project on October 2, 2001 as follows:

The 2001 Stormwater Sub-ClP Program allocates $50,000 for this project. If the Iow bid is accepted, the program
would realize a loss of $63,133.25, which is offset by the savings on the Republic Avenue and Osborne Street
project. The original under-estimate of $50,000 was based on a shorter narrower ditch section. The actual
engineering design determined the need for more extensive improvements.
The engineering department researched the feasibility of using a new innovative material for ditch liner instead
of simply using concrete. This material, known as "fabric formed concrete ' ditch liner, was the same material
used in the detention pond at the "par 3" municipal golf course. The material has been very successful in the golf
course application, and the engineering department feels it could be a viable option for erosion control projects
in the future. The unit construction prices should also decline as contractors in the area become more familiar
with the construction techniques involved with this form of construction as it seems to be less labor intensive than
normal concrete construction. The current unit prices are still competitive with conventional concrete liners.
RECOMMENDATION
It is recommended that the City Commission award the contract for the 2001 Neighborhood Drainage
Improvements, Pheasant Ridge Addition, Project No. 01-1315, to Stevens Contractors in the amount of
$113,133.25.
