Engineering services agreement with Wilson & Company Inc., Engineers & Architects (WCEA), for
the Ohio and Crawford Intersection Improvements, City Project No. 10 -2815.
BACKGROUND:
The Ohio and Crawford intersection project was planned as a major maintenance project for 2011
funded from the sub -CIP street repair budget. However, due to available funding and current
workload, staff proposes it to be designed in 2011 and constructed next year with 2012 sub -CIP street
repair funds. Since this is the busiest intersection in the city (21,000 ADT on Ohio and 15,000 ADT on
Crawford), construction phasing and detour routes will be a complex assignment.
Design plans for this intersection are now on a more aggressive schedule because it has been
identified as the detour route for the E. Magnolia Road project, which goes to construction in the late
spring of 2012. This intersection was last maintained in the year 1999 with an asphalt overlay and is
currently suffering from rutting, potholes and pavement cracking.
Utilizing selection criteria outlined in the City of Salina Professional Services Selection Guidelines (as
adopted by the City Commission on February 23, 2007), staff sent a request for proposal to eight pre -
qualified engineering firms to describe how they would address some of the following items:
• Pavement design including a lifecycle analysis of concrete vs. asphalt;
• Traffic control plans including construction phasing and detour routes;
• Presentation to the City Commission at a study session;
• Assistance to staff for a public meeting with stakeholders;
• Plan development including field check and final plans;
• Bi- weekly construction progress meetings;
• Probable cost estimates for different options;
• Final plans by December 31, 2011.
Seven of the eight firms contacted chose to submit a proposal. A three member team independently
reviewed and scored each proposal using the scoring sheet from the aforementioned selection
guidelines. The team unanimously selected WCEA for this project.
The attached agreement includes the scope of services, consultant's responsibilities, owner's
responsibilities, time schedule, compensation and general provisions for an amount not to exceed
$47,940. Project management, bidding documents and construction observation will be done by the
City of Salina. No right of way acquisition is anticipated. A supplemental agreement approved by the
City Commission would be necessary prior to the performance of any work not included in this original
scope of services. The agreement has been reviewed and approved by the City Attorney.

FISCAL NOTE:
The 2011 sub -CIP budget allocates $3.2 million in Special Gas and Sales Tax funds for the 2011
Street Repair Program as shown on the attached breakdown. The budget for the Ohio and Crawford
project was originally $350,000. The construction costs will be deferred until 2012 and this design
agreement will reduce the remaining street repair budget to $22,985.
COMFORMANCE WITH STRATEGIC PLAN:
Goal 3 Action Item: Maintain a stable operating budget for the delivery of core public services, while
investing as many financial resources as practically possible into maintaining and developing the
public infrastructure.
COMMISSION ACTION OR RECOMMENDED ACTION:
Staff has identified the following options for Commission consideration:
1. Authorize the Mayor to sign the engineering services agreement with Wilson & Company Inc.,
Engineers & Architects for the Ohio and Crawford Intersection Improvements, Project No. 10-
2815, in the amount of $47,940.00.
2. Do not authorize the Mayor to sign the agreement and give further direction to staff.
Staff recommends option 1.
