Petition'No. 3821-fi'led by Scott M. Price, requesting the
construction of a public sanitary sewer lateral extension
to serve Lot 9, Surveyor's'Plat '~J" of Mill Reserve No. 5,
City of Salina, Kansas.
The signers of this petition represent 100% of the property
owners within the benefit district for this project. How-
ever, the petition form, as filed, specifies the proposed
cost of the project would be apportioned as 5% against the
property within the improvement district and 95% would be
paid by the CityLat-large. The City assessment policy for
at least the past 30 years has been to assess the entire
cost of sanitary sewer laterals to the property within
the benefit district. '
We, therefore, recommend this request (Petition No. 3821)
be denied due to stated conditions on the petition form
which are contrary to City assessment policy. It is sug-
gested the owners file a new petition, requesting the
sanitary sewer lateral extension, in accordance with City
assessment policy.
