Authorize the purchase of a monitor /defibrillator /pacer and Lithium Ion battery technology.
BACKGROUND:
This request covers two different, interrelated items in providing advanced cardiac care. The first item is to
replace of an older Zoll M- series cardiac defibrillator /monitor. The second is to upgrade the battery power
system for the other lead defibrillators to Lithium Ion battery technology. The amount of $40,000 was
budgeted to replace two M- series monitors; however, since then a few important changes have occurred.
One of the M- series units was non - repairable and had to be removed from service. This and the other unit
will be replaced with the E- series. Additionally, we have had on -going problems with battery maintenance
and longevity on the monitors, which can be addressed with new technology.
The lead ECG monitoring assists the paramedics and physicians to determine if a
patient is having an acute myocardial infarction. This allows early notification to'�*
the ER for early care and transferring the patient directly to the Cardiac CathLab.
The department currently has 12 lead EKG capabilities on all cardiac monitors
with the exception the M- series. The M- series is antiquated and can not be E- Series zoii cardiac 12
upgraded to the level of the E- series. The price of E- series monitor is quoted at Lead Defibrillator Monitor
$237209.95.
All of our Zoll cardiac heart monitors work off battery power. This power is used for monitoring the patient
EKG as well as electrically converting or shocking the patient back into a life sustaining heart rhythm. The
current charging stations were purchased in 2007. The technology in batteries and charging system has
drastically changed. The current "Smart Batteries" are more dependable and provided up to four hours of
constant use and carry twice the warranty life over our existing batteries. The request is to purchase 24
Lithium battery packs, four charging stations, and one CPR Starter pack from Zoll Corporation in the
amount of $15,671.25. The quotes for the equipment from Zoll are attached.
The purchase of the cardiac monitor and batteries is a sole source request. It is extremely beneficial to
standardize all of the cardiac monitors for ease of use, training, and maintenance. Rarely, do ambulance
services mix the types of cardiac monitors deployed in the field. Physio - Control is the other main
manufacturer and ambulance and fire services will ordinarily choose either Physio or Zoll as their primary
supplier. The cost differential between manufacturers for comparable equipment is negligible.
FISCAL NOTE: The department budgeted $40,000 for two cardiac monitors. This request is to purchase
one Zoll monitor for $23,209.95 and upgrade all of the existing Zoll monitors to Lithium Ion battery
technology for $15,375. The request totals $38,881.20, which is, $1,118.80 under budget.
