Petition Number 3814, filed by Dea~ Walthers, for the vacation of the north twenty
feet (20') of Grand Avenue adjacent to Lots Twenty-one (21) through Twenty-five
(25), Block Nine (9), Pacific Addition.
Grand Avenue was platted as a one hundred foot (100') wide street, having fifty
feet (50') of right-of-way on each side of the street centerline. Our street classifi-
cation map indicates Grand Avenue to be classified as a local street which requires
only thirty feet (30') of right-of-way each side of the street centerli.ne.
Two utility companies, Southwestern Bell Telephone Co. and Salina Cable Television
Service, indicate they have no existing facilities in the north twenty feet (20') of
Grand Avenue between Twelfth Street and Thirteenth Street and state they have no
.objection to the proposed-vacation. Kansas Power & Light Co., however, has a gas
line located approximately thirty-five feet (35') north of the centerline of Grand
Avenue between Twelfth Street and Thirteenth Street. This area can be served with
City utilities (water and sanitary sewers) without using the above north twenty feet
(20') of Grand Avenue.
The petitioner represents 100% of the property owners affected by this vacation
request, which includes only the west half of the block between Twelfth Street and
Thirteenth Street. We have contacted the property owners in the east half of this
block and they have no objection to enlarging the petition request to also include
the vacation of the north twenty feet (20') of Grand Avenue adjacent to their
properties.
Our department would, therefore, recommend the north twenty feet (20') of
Grand Avenue between Twelfth Street and Thirteenth Street be vacated. We would
require the south ten feet (10') of this vacated area be retained as a utility
easement.
