Authorization to purchase traffic signal battery backup system from Gades Sales Company, Inc.,
Project No. 11-2873.
BACKGROUND:
In 2007, the City Commission approved the firs t phase of a seven phase intersection upgrade
program to install green and yellow LED lights and battery backup systems at signalized intersections
(2010 projects were cancelled). Currently, all signalized intersections have red LED lights. Those
locations selected for upgrades in 2011 are: Ninth & Pacific, Ninth & Elm, Ninth & Ash, Ninth & Iron,
Ninth & Walnut, Ninth & South, Ninth & Claflin, Ninth & Cloud, Ninth & Broadway, and Ninth & Otto.
Throughout the City of Salina there are a total of 64 signalized intersections which help control the
flow of traffic. When a power outage occurs in an area where these traffic signals are located, the
signal goes black in all directions. This loss of power can nor mally last from a few minutes to an
hour. In extreme situations, the loss of power could be much longer, even more than a day in a wide
spread power outage event.
When power is lost to a traffic si gnal, Public Works Traffic Control crews are dispatched to set-up
temporary stop signs at the inte rsection until power is restored to the area. Mobilization and
completion of this task is dependent upon the number of intersections without power, availability of
staff, length of power outage, time of day, and if the problem is on a weekday or weekend. Under the
best conditions, it takes about 30 minutes for Traffic Control crews to respond to the first location with
temporary stop signs on a week day and about 60 minutes on a weekend.
The purpose of a battery backup system is to supply immediate power to a si gnalized intersection,
which includes the traffic signals, pedestrian signals, preemption system, and traffic cameras. The
battery backup system would allow for a more normal flow of traffic even in the event of a power
outage and would reduce the amount of assistance required by the Po lice Department with traffic
control. The system results in improved intersection safety for motorists during power outages.
The full operational working time on these battery systems is estimated at about 5 to 8 hours. Once
the battery reaches about 40% of remaining life, it will go into a four-way flash mode. The unit cost for
each system is $3,500.00 The batteries alone cost about $204.00 (plus freight) and have a 5 year full
replacement warranty.
Gades Sales Company, Inc. from Wichita is the sole supplier of the battery backup systems for our
traffic control signal systems. Th is provides us with uniformity in equipment, parts inventory, and
maintenance. Gades Sales has provided the City of Salina wit h quality equipment and excellent
service for many years. T he LED lights are interchangeable and supplied by more than one
company; therefore we will be able to acquire competitive bids.

FISCAL NOTE:
At this time there is $51,340.00 budgeted in the 2011 Sub-CIP Traffic Signals / Intersections Budget
for the purchase of battery backup systems and for green and yellow LED lights. The battery backup
portion of this amount is $35,000.00 and the LED lights are $16,340.00.
CONFORMANCE WITH THE STRATEGIC PLAN:
GOAL #3:
The City will provide the highest quality of services, consistent with Governing Body
direction, available resources and staff commitment to quality.
COMMISSION ACTION OR RECOMMENDED ACTION:
Staff recommends the Commission authorize the purchase of traffic signal battery backup systems at
the designated locations (Project No. 11-2873) from Gades Sales, in the amount of $35,000.00.
