Application #A81-3, filed by Lyle Melvin, Jr., requesting annexation of
a tract of land in the Northeast Quarter of the Northwest Quarter (NE¼NW¼)
of Section 1, Township 15, Range 3 West in Saline County, Kansas. (Located
south of Schilling Road, north of the South Industrial Area)
On May 5, 1981, the Salina City Planning Commission reviewed Application #A81-3.
The applicant was present at the meeting and felt the application should be approved
for two reasons: first, the lack of low cost housing in Salina impedes future
industrial development; secondly, he proposes a long term development pattern for
the site (over 5 years) and a south Salina fire station could possbily be built by
the time of full development of the site. However, the Planning Commission
unanimously (5-0) passed a motion recommending denial of the application based
upon the lack of fire protection available to the site, particularly for mobile
home development. This was primarily in response to the recommendation by the
Salina Fire Department.
To accept the Planning Commission's recommendations the City Commission must pass a
motion denying this application.
If the City Commission wishes to approve this application, there is a special
procedure provided in K.S.A. 12-520c for annexations which are not city-owned.
A resolution must be passed which requests the Saline County Commission to make
a finding that this annexation "...will not hinder or prevent the proper growth
and development of the area or that of any other incorporated city...".
