Resolution Number 8l-]529 - determining necessity of and directing that the owner
or owners of certain lots construct, in compliance with plans and specifications
of the City Engineer a sidewalk on Ray Avenue.
George Robertson, representing the Church of Christ, 2801 Ray, has suggested that
the sidewalk be assessed on a benefit district basis. Hr. Robertson correctly
notes that a benefit district is a possible method of assessment.
We have not, and indeed none of the cities I know of, have assessed sidewalks on
a benefit basis. One of. the major problems, of course, is defining, in some rational
way, the district and the costs to be assessed thereto. Benefit districts are most
commonly.used for drainage improvements, parking lots and water and sewer extensions.
The off-street parking in Downtown Salina was so financed. The Church's object,
of course, Js to reduce its cost by transferring it to other property owners.
