ByØ Item Consider City Commission endorsement of an application by Salina Presbyterian Manor for FY 2004 Community Service Program administered by the Kansas Department of Commerce and Housing. Backqround The Community Service Program is a way for private non-profit organizations and public health care entities to improve their ability to undertake major capital fundraising drives for projects involving children and family services, non-governmental crime prevention and health care. Under this program, the state authorizes specially selected non-profit organizations to offer tax credits to donors making contributions to the approved projects. Orqanization Proqram and Need Salina Presbyterian Manor is a not-for-profit senior living facility whose mission is: To provide Christian-based retirement living and health care, through a continuum of care, dedicated to the values of service, respect, dignity and independence. Salina Presbyterian Manor has been proving retirement living and long term care for the elderly in their facility on East Crawford since 1980. There are currently 189 residents at the facility and services such as housekeeping, transportation, a library, a chapel, a hair salon and gift shop are provided to those residents. The US Census Bureau projects that the number of Kansas 65 years and older is expected to increase 65% in the next 25 years. Salina has also been experiencing an in-migration of elderly persons from outlying areas who are moving to Salina because of the availability of housing options and health care. The KU Medical Center Center on Aging estimates that there are 1,378 Saline County resident's living with some form of Alzheimer's Disease. Proposed Project Tax credits would be given to qualified donors who contribute towards the cost of constructing and renovating space at the Presbyterian Manor facility which would result in an increase in the number of private rooms in the Skilled Nursing Unit from 22 to 36, create distinct "neighborhoods" within each skilled nursing wing, create a safe and secure dementia care unit and add a new assisted living wing onto the west side of the facility that would house 15 one bedroom apartments. Recommendation Consider approval of the attached resolution of endorsement. The Act authorizes tax credits for authorized contributions made to awarded non-profit organizations by individuals, business firms, financial institutions, and insurance companies. The State of Kansas has authorized a total of $4.13 million in competitive tax credits, per fiscal year, for eligible projects. An important part of the application process is the local government endorsement that assures that there is knowledge and support of the project by the local elected officials. This signed endorsement is required with all applications submitted under non-governmental crime prevention. All other community service organizations and health care organizations ate not required to submit this form. but they will receive a higher priority in scoring, if it is submitted with the application. The local governing body is not obligated to fund, supervise, or in any way associate itself with the applicant agency or its project. The state will not hold the local governing board responsible for the performance of the project. The responsibility rests solely with the applicant's Board of Directors. Eligible contributors receive a credit equal to 70 percent of the amount contributed if the community service organization is located in a community of less than 15,000 population. If the community service organization is located in a larger community, the eligible contributors receive a credit equal to 50 percent of the amount contributed. All of Johnson County is eligible to receive the 50 percent credit. Community service organizations submit proposals for approval by the Kansas Department of Commerce & Housing. We seek projects that are unique or of a one..mne natUre and create a lasting value for the charitable organization or health care provider. The project should allow the organization to be more self-sufficient as the result of the increased contributions attracted with the tax credits. DESCRIPTION OF THE PROPOSED PROJECT Briefly describè the pulpose/need, function/operation, and anticipated impact/outcome of the project you intend to submit for support through the Kansas Community Service program. A. Pwpose The purpose of the building and renovation project of the Salina Presbyterian Manor is to improve and expand the services provided to the elders living in Saline County, and the tertiary service area of the Salina Presbyterian Manor. The improvements will include: increasing the number of private rooms in the Skilled Nursing Unit from 22 to 36 (semi-private units will decrease from 19 to 12); implementing person centered care in distinct "neighborhoods" within the Skilled Nursing Unìt, Assisted Living and the Dementia Care Center; organizing a Dementia Care Unit; and building a new Assisted Living wing featuring 15 modem apartments. B. Operation The features described in the previous paragrah will position the Manor to meet the requests of present and future generations that will seeking long tenn care services. Children tbat grew up in tbe present generation are accustomed to comfortable amenìties in tbeir homes. Children who did not have to share a room with a sibling will certainly not be willing to share a room with another older adult. The neighborhoods will facilitate the practice of personalized care. Personalized care transfers the decision making associated with day-to-day care from the staff to the resident. Neighborhoods encourage residents to socialize in smaller groups to develop closer relationships. Residents in the early to middle stages of dementia, living in their own neighborhood will benefit from a program designed to meet their physical, recreational, nutritional and safety needs. Modem, larger Assisted Living apartments are an expectation of present day consumers.. The apartments will be designed to be occupied by an individual or a couple. Some of the apartments will be situated to be opened up to a suite for a couple. C. Impact Thirteen new revenue producing units will result from the changes m the structures. The mcreased revenue will be approximately $400,000. Plans are to add 11.6 full time equivalents to the staff. Citizens served by the Manor will have an option for long tenn care that offers contemporary structural accomodations. Personalized care delivered in the neighborhoods will transfonn the mstitutional feel of nursing facilities to wann, home-like environments. The proposed project will enable the Salina Manor to participate m the culture change movement in the care of the elderly.
