ORIGINATING DEPARTMENT: APPROVED FOR AGENDA: 6 Engineering & General Services BY: Shawn O'Lea~ BY:~' ITEM NO. 2 ITEM Supplemental Engineering Agreement with Olsson Associates for additional design services for both the Lakewood Replacement Bridge (Phase I) and the restoration and relocation of the existing Lakewood Truss Bridge (Old Smoky Hill River Bridge) (Phase II). BACKGROUND On November 19, 2001, the City Commission approved a design contract with Olsson Associates of Omaha, Nebraska to design a replacement bridge for the Lakewood Drive 1887 Vintage Steel Truss Bridge in Lakewood Park just North of Iron Avenue (Phase I). This project is made possible by an 80/20 grant from the Kansas Department of Transportation. In discussions with Olsson Associates and the Kansas Department of Transportation (KDOT), city staff expressed interest in relocating and preserving this historic bridge as a pedestrian crossing. On August 26, 2002, the City Commission approved Supplemental No.1 for the design of the relocation and rehabilitation of the existing 1887 Vintage Truss Bridge to be reused as a pedestrian bridge near Riverside Drive and Ohio Street (Phase II). The City of Salina submitted a transportation enhancement grant application to KDOT for this project in late 2002. Results of that application process are expected in April, 2003. The attached Supplemental Agreement No.2 provides for additional engineering services for both Phase I and II of project as follow: Phase I The portion of the supplemental agreement for Phase I is to accommodate the proposed bridge with light pole bases at each corner of the bridge and the electrical conduit to provide power to these light pole bases. The total contract increase for these services is $3,259.00. Phase II The portion of the supplemental agreement for Phase II includes the design of typical paving details and associated plan preparation for a trail that will connect the Lakewood Middle School parking lot to the east edge of the proposed pedestrian bridge. This trail was included in the KDOT grant application and was critical to show connectivity to a destination point. The contract increase for these services is $3,118.00. BY: Shawn O'Leary BY: Page 2 If approved, funds for this supplemental engineering design will be allocated from the 2003 Capital Improvement Program. The City of Salina is responsible for 100% of the design engineering costs on the project, however the KDOT grant will pay 80% of the construction costs. The bridge replacement project is on schedule and will be let in October, 2003. RECOMMENDATION It is recommended that the City Commission approve Supplemental Engineering Agreement No.2 for design services for both Lakewood Bridges with Olsson Associates in the amount of $6,377.00.
