Presented below is a summary of activities involving the Department of Planning and Development. CDBG Applications The city has been notified that our applications for Housing Rehabilitation and Homebuyer Assistance and Economic Development Business Loan for Holiday Resorts were not approved for funding. The housing application was ranked 18th out of 37 applications; 9 were approved for funding. This means that CDBG funds will not be available to continue to assist with rehabilitation and first-time home buying during 1995. The Holiday Resort application failed to meet threshold and was not ranked. Apparently the leverage letters supplied by the applicant did not have the dollar amounts included and did not meet the minimum leverage requirements. In May, 1994, the first attempt was rejected because the loan application had not been filed with HUD. This time the application had been filed with HUD but the acknowledgement letter did not include the amount and approval is still pending. The deadline for Round III CDBG applications is October 14. CIP The process for developing the 1996-1999 Capital Improvement Program has been initiated. All city departments will be asked to submit project requests for review. We also plan to include a project request card in the citizen newsletter to solicit ideas from the general public. City Commissioners may also suggest projects for consideration. As in past years, staff will develop a preliminary CIP for the Commission's review and discussion. A recommended CIP will then be presented for approval prior to the end of the year. Environmental Code Brochure Staff has begun compilation of city code sections that address environmental conditions and community maintenance standards. We intend to prepare a citizen brochure which will briefly outline the basic code requirements by subject, e.g., animals, dangerous buildings, garage sales, home occupations, inoperable vehicles, weeds, etc. The review will also identify undesirable practices or conditions which may need to be addressed by a new or amended city code section.
