Acceptance of Kansas Department of Transportation (KDOT) federal aid Highway Safety
Improvement Program (HSIP) funding to re-align travel lanes at the Cloud Street and Ninth Street
intersection, City Project No. 11-2872.
BACKGROUND:
In FY 2006, the HSIP under section 148(e) of title 23, United States Code (U.S.C.) authorized a new
Federal-aid funding program intended to achieve a significant reduction in traffic fatalities and serious
injuries on all public roads. In early 2010, KDOT issued a request for applications for HSIP funding for
fiscal years 2012 and 2013 (October 2011 through September 2013). In May 2010, noting a high
occurrence of rear end and lane change accidents, City staff submitted an application to re-align the
travel lanes at the Cloud Street and Ninth Street intersection.
Acceptance of this funding gives KDOT a preliminary indication that the City will further investigate
options for this intersection, but does not obligate any City funds at this time. Staff will work to identify
some options for design with associated construction costs to present to the City Commission in a
Study Session prior to the CIP budget process for 2012.
FISCAL NOTE:
If funding is accepted, options and costs will be looked at for programming with the 2012 and 2013
CIP process for design and construction depending on the final scope to be determined later. To
maintain a high cost-to-benefit ratio, staff estimated the construction cost of the minimum safety
improvements at $215,000 of which KDOT would pay 90% ($193,500) and the City would pay 10%
($21,500). The City would be responsible for 100% of the construction and construction engineering
costs in excess of $215,000. The City also would be responsible for design, utility relocations, and
right-of-way acquisition if necessary.
CONFORMANCE WITH STRATEGIC PLAN:
Goal 3 Action Item: Maintain a stable operating budget for the delivery of core public services, while
investing as many financial resources as practically possible into maintaining and developing the
public infrastructure.
COMMISSION ACTION OR RECOMMENDED ACTION:
City staff recommends that the City Commission accept the KDOT federal aid HSIP funding to re-
align travel lanes at the Cloud Street and Ninth Street intersection, City Project No. 11-2872.

The Bureau of Transportation, Safety, and Technology has considered locations eligible for federal-aid HSIP
funding for fiscal years 2012 and 2013 (October 2011 through September 2013). The table below lists the project
and the amount offederal funding being offered to the city.

The project selected will be funded utilizing federal.aid HSIP funds, with a 90% federaVIO% city split in funding.
The funding offered is the maximum amount for the project. These funds will cover the costs of construction and
construction engineering (inspection).
In addition to 10% of these costs, the city will be responsible for the following:
~ Acquiring all necessary right-of-way in accordance with federal-aid procedures.
~ Initiating all utility adjustments, both for the facilitation of construction and for the benefit of traffic
safety.
~ Preparing the project plans in accordance with KDOT standard specifications in English units.
~ 100% of the costs exceeding the maximum amount of federal funds.
If you have concerns about the scope of the project offered, please contact me so we can come to some
understanding and agreement. Please inform me of the city's decision to accept or not accept this project and
proposed letting date by April 15, 2011. If the city accepts the project, an engineer from this bureau will be assigned
the project and will contact you to discuss project scheduling. Please understand we are trying to keep projects on
schedule so monies can be utilized within federal fiscal years.
