Authorization to contract with Caterpillar to rebuild the landfill scraper.
BACKGROUND:

The Salina Landfill has an earth moving scraper which has reached its 20 year of service and must
be either be rebuilt or replaced. The 1991 623E Caterpillar scraper (Unit #1845) has 11,739 hours
and has served the City well over the past two decades.
Staff believes the option to rebuild the unit is more economical than to purchase a new scraper. The
cost to rebuild is $328,169.75 compared to the cost about $779,000 for a new one. The rebuilt
process will provide all new parts except for the reconditioned engine, equipment frame, and tires.
The machine would be just like new, receiving a new vehicle identification number.
The rebuilt scraper w ill have a life span of 15-20 years. Although we have rebuilt engines and
transmissions with great success, this will be our first rebuild of an entire machine. Other landfill
operations in Reno and Butler Counties have had good success with this process.
The scraper is a necessity to keep the landfill in compliance with State standards. The City currently
has two scrapers, Unit #1845 (23 cy) and Unit #1846 (15 cy). In 2010, Unit #1845 hauled 2,958 loads
of soil or about 47,300 cubic yards of material. Each scraper op erates 10-35 hours per week and
proves quick loading of excavated soil, high speed transport of the material, and the ability to spread
material on the move at various locations throughout the landfill.
FISCAL NOTE:
This is a sole source purchase with Caterpillar who would be performing the work on the unit. Funds
have been budgeted for this equipment rebuild within the 2011 Solid Waste Fund in the Landfill
operational budget under 905.000 Other Equipment. At this time $328,200 is available to pay for this
expense.

COMMISSION ACTION OR RECOMMENDED ACTION:
Staff recommends authorization to contract with Caterpillar to rebuild the Landfill scraper Unit #1845
for $328,169.75.
