Award of contract for Project No. 09-2754, Smoky Hill River Bank Stabilization (Magnolia Road).
BACKGROUND:
The Smoky Hill River Channel was realigned to its present location during the construction of the flood
control levee system in the late 1950’s. As part of the channel alignment process, the City of Salina
acquired ownership of the entire width of the river channel both north and south of Magnolia Road.
Over the years, the channel has moved east at the bend and is eroding the bank. Staff was first
contacted by Mr. Frank Norton in 2006 regarding his concerns of erosion and the impact it was having
on the Highland Meadows Hamlet Subdivision.
Wildhorse Riverworks in Topeka was contacted for assistance in assessment and design of a solution
to the bank erosion. Design and plans were finished in 2009, and the project was included in the 2010
Capital Improvement Project plan. Bids for the project were received on December 7, 2010 from five
bidders.

All bids were in excess of the engineer’s estimate. City staff has talked with the designers to review
the bids and there are two items that stand out: the rip rap rock (3,160 tons at $53/ton) and the soil
moving (2,732 cy at $22/cy). These two items accoun t for the overage of the engineer’s estimate.
Wildhorse Riverworks has an extens ive history in designing this ty pe of project having nearly one
hundred projects built in Kansas. The design was evaluated for areas of reduction in size but it was
determined the structure is the mi nimum needed for protection of t he bank. However, specification
changes to the rock size and gradation could reduce the cost based on a specific match to what the
local quarries produce. Staff c ould work with the designer to designate some pre-approved rock
suppliers in the area prior to a re-bid.
FISCAL NOTE:
The project would be funded through the Flood and Draina ge Fund of which there is currently
$182,000.00. No other options for funding are available at this time.

RECOMMENDATION:
City staff has three options for the City Commission to consider:
1. Direct staff to find a source of funding and award the project to the low bidder, Smoky Hill, LLC
in the amount of $257,898.00.
2. Reject all bids and direct staff to rebid the project in 2011 with design modifications and current
funding.
3. Reject all bids and direct staff to rebid t he project at a later date when more funding is
available.
