The Public Works Department wishes to inform the City Commission about differenc es between the
typical section currently being implemented on the East Magnolia Road project and the typical section
recommended by the recently adopted Comprehensive Plan.
Project Timeline:

August 2009: KDOT commits $1.4 million toward East Magnolia Road improvements

May 3, 2010: Wilson & Company begins design of East Magnolia Road improvements
?
September 20, 2010: City Commission adopts current Comprehensive Plan
?
November 18, 2010: KDOT, Wilson & Company, and City staff complete field check signifying KDOT
approval of field check stage plans

January 3, 2011: City Commission study session to discuss project typical section, public meeting,
right-of-way and easement acquisition, and anticipated construction phase temporary traffic control in
advance of a public meeting

January 2011 (proposed): Public meeting to inform public about project, right-of-way and easement
acquisition, and anticipated construction phase temporary traffic control
?
November 2011 (proposed): Bid opening
Currently Proposed Design by Wilson & Company:

Three lanes (one through lane in each direction with a two-way-left-turn lane) designed to
accommodate a future fourth lane (after which there will be two lanes in each direction)

A five-foot sidewalk north of Magnolia and a ten-foot bicycle/pedestrian path south of Magnolia

A mixture of storm sewers and open ditches

“parking/amenity zones” north and south of the roadway

Comprehensive Plan typical section utilizes nearly all available space in City’s typical 100’ right-of-
way corridor for vehicle lanes, amenities, and sidewalks, leaving little accommodation for differential
elevations along edges of corridor, vertical profile adjustments, and/or open ditches where storm
drainage cannot be handled underground
?
Comprehensive Plan typical section is awkward in locations where entrances/driveways connect
directly to the road
?
Comprehensive Plan prescribes that all deviations from typical section must be at City Commission’s
direction
Feasible Options for Proceeding:

Continue with current three lanes plus future fourth lane design at no anticipated extra design or
construction cost

Add consultant or City staff designed landscaping trees/shrubs to current design for an estimated
$200,000 to $250,000

additional construction cost (raised median and two-way-left-turn lane costs offset each other), and
