Award construction contract for the Marymount Road Pavement Rehabilitation and Drainage
Improvements, Project No. 09-2783.
BACKGROUND:
The project concept was first brought to the City Commission on 11/23/09 with the scope to remove
and replace aged and rough pavement on Marymount Road between Iron Avenue and Crawford
Street, add a sidewalk, and improve drainage near the Glen and Ruskin intersections. The particulars
are discussed as follows.
The pavement and curb section between Northwood and Iron will be totally removed and replaced. A
specific part of this section from Iron Avenue to about 800 feet south has steep topography and close
proximity to the Catholic cemetery. This area is included in the Glen to Iron section that will be
narrowed from 41 feet to 33 feet wide to accommodate a sidewalk separated from the road with a
grass buffer. The average daily traffic volume of 4,300 allows the section to be narrowed without
losing any level of service. Low-density residential development exists along only 1 side, and we will
transition to a 3-lane section at the Iron and Glen intersections to maintain turning movements. This
33 feet wide section will match the Marymount section south of Crawford to Cedar Ridge Drive.
A sidewalk will also be constructed along the west side from Crawford to Starlight where houses
currently back up to Marymount and face Briarcliff. The Westar poles have been relocated to
accommodate this. A short retaining wall will be necessary near the Fire Station due to steep
topography.
The pavement from Crawford to Ruskin will be spot repaired with full removal and replacement near
the Crawford intersection. The pavement will then be smoothed with a concrete grinding machine to
tie the old concrete with the new. Major storm sewer installations will occur at the Glen intersection
extending west to Claremont and south past Ruskin. Utility conflicts in this area made the design
difficult and will in turn require the contractor to work very carefully near the 24 inch water distribution
main and other utilities.
The substantial completion date is August 15, 2011 which includes all street pavement and curb work
open for vehicular traffic. Final completion of the remaining work shall occur by October 15, 2011. The
contract includes various intermediate limits and deadlines to encourage focused and smaller areas of
repair. For example, some smaller intersection closures (i.e. Crawford Place, Starlight, Brookwood,
Queens, Northwood, etc.) shall be limited to 14 calendar days per location (not including Glen) for
removal and replacement of the pavement. The contractor will need to focus on a few of these at a
time so as not to get too spread out while maintaining access to neighborhoods via adjacent streets.
To facilitate Meadowlark School traffic, only short duration lane closures for storm sewer work may
occur on Glen east of Marymount prior to school being out on May 19, 2011. Long-term lane closures
for pavement removal and replacement can occur after that date. Pavement and curb and gutter work
at the Crawford intersection shall be limited to 60 calendar days once lane closures begin. Two-way

traffic shall be maintained at all times. Work on the western phase of Marymount north of Glen shall be
limited to 60 calendar days for removal and replacement of the pavement and curb and gutter. This is
necessary due to the 1-way traffic inconvenience of the previously completed eastern phase.
Mitigated damages in the amount of $500 per calendar day will be assessed for all days where lanes
are closed or traffic is obstructed beyond the dates in the contract as mentioned above.

FISCAL NOTE:
This project will be paid for by street repair and sidewalk improvement funds allocated in the 2010
sub-CIP.
CONFORMANCE WITH STRATEGIC PLAN:
Goal #3: The city will provide the highest quality of services, consistent with governing body direction,
available resources and staff commitment to quality.
Goal #6: The city will work to make Salina a city that has connectivity physically and socially.
RECOMMENDED ACTION:
Staff recommends the City Commission award the contract for the Marymount Road Pavement
Rehabilitation and Drainage Improvements, Project No. 09-2783, to Bryant & Bryant Construction,
Inc. of Halstead, Kansas in the amount of $1,078,232.11 with a 5% construction contingency
($53,911.61 ).
