Award bid for the Landfill Fence Installation, Phase 1, Project No.1 0-2845.
BACKGROUND:
The Kansas Department of Health and Environment (KDHE) requires landfills to have a perimeter
fence in order to control access. During an inspection, the KDHE inspector noticed our landfill did not
have a fence along the south side of the facility; staff made a commitment to have a perimeter fence
installed as soon as possible. This is the first of two phases to bring the facility into compliance.
Bids were solicited for installation of 2,000 feet of ten-foot high chain link fencing. On Monday,
October 25, 2010, staff opened 11 bids. The results were as follows:

Eastside Vinyl submitted the low bid and is currently in the area installing fence at the Smoky Hill
Weapons Range. If approved, installation could begin on December 1, 2010.
FISCAL NOTE:
Funds for the staff estimate of $32,000 were budgeted in the 2010 System Enhancement Solid Waste
Fund to cover the first phase. The second phase of the project has been budgeted for 2011.
COMFORMANCE WITH STRATEGIC PLAN:
Goal 3: The City will provide the highest quality of services, consistent with governing body direction,
available resources and staff commitment to quality.
RECOMMENDA TION:
Staff recommends the City Commission award the Landfill Fence Installation, Phase 1, Project No.1 0-
2845, to Eastside Vinyl of Topeka, Indiana for the amount of $21 ,011.02.
