\This is in addition to the report dated March 3, 1975,.to Keith
Rawlings, Director of Planning, regarding the traffic condition in the
600 block of South Second Street to the City of Salina, Kansas..
This office made a continued study, which was needed, for this area
n October 1976. Our study revealed that the traffic volume had increased
pproximately 11% in a year and a half on both Crawford Avenue and Second
treet; however, the traffic volume remains below the design capacity of

parking spaces, and 51 on -street parking spaces for a total of 132
available parking spaces.

We have also found several parking violations; such as parking too
close"to driveways and parking across sidewalk areas.
\Attached please find a Collision Diagram for the years of 1975 and
1976. The t pe,of accidents (pulling away from the curb and backing out
of driveways, indicate congestion due to on -street parking. Our study
in October 1976,'` indicates a slight increase of on -street parking.
The primary use of a street, in the.city', is for the movement of

with the movement of traffic, those uses should be removed:so that.the
streets can best perform.the function of moving traffic. However,: in this
case, restricted parking on one side of the street would probably create
a shortage of parking spaces for the number of dwelling..units in the area..
Even with parking on both sides of Second Street, and with the low
traffic volume, this street can function on a service.level of "C": This
is still a.zone of stable flow; but at this volume and density level.most
drivers are becoming restricted in their freedom.�to select speed, change
lanes or passing.
