It is regrettable that the Board of City Commissioners has had to
publicly instruct me to "get something done" regarding your railroad
street crossings. They are in a strong mood to pass restrictive
ordinances due to the hazardous condition of some of your tracks.
Your company has thirteen (13) street crossings that are not being
used. We are requesting that you remove these crossings immediately,
if you do not plan to use them. This action would certainly reduce your
maintenance costs on streets crossings in Salina. When these tracks
are removed the City of Salina will reconstruct the streets at our
cost and grant the railroad company the option of reopening these
crossings should your future traffic operations require it.
Attached please find a list of your crossings that were surveyed
and suggested action to be taken by your company. If you do not
respond to this request by July 16, 1974, the City of Salina will
act on an emergency basis for the protection of the life and property
of our citizens.

STREET CROSSINGS IN SALINA, KANSAS
OHIO STREET
Total of four (4) sets of rails - These are all wood plank crossings
and all are in fairly good condition. The asphalt is rough and could use
some minor repair.
NORTH STREET
Total of three (3) sets of rails - These crossings are at Arthur Street.
One (1) set is a wood plank crossing and is in,fair condition. The other
two (2) are asphalt crossings and should be repaired or replaced with Type
"A" or Type "C" crossings.,
FRONT STREET
South of North Street:
Total of two (2) sets of rails - These crossings are both wood plank
crossings and are in need of major repair. They should be replaced with
Type "B" crossings..
North of North Street:
Total of one (1) set of rails - This is an asphalt crossing installed
in 1973 and is in fair condition.
THIRD STREET
Total of six (6) sets of rails - One (1) crossing just south of
North Street was repaired in 1973 and is in fair condition. Therremaining
five (5) crossings are dirt crossings. Type "B" crossings should be
installed at all five (5) of these crossings.
ELM STREET - (East)
Total of one (1) set of rails - This is an asphalt crossing and is
in fair condition. When repair is warrented, this crossing should be
replaced with a Type '%A' or a Type "C" crossing.

FIFTH STREET
Total of six (6),sets of rails - These are all asphalt crossings and
all are in need of major repair. They should be replaced with Type"3B"
crossings.

SANTA FE AVENUE
Total of five (5) sets of rails - One (1) set of rails has been removed
on both sides of the street and should be removed from the street area. The
remaining four (4) sets of rails are in need or major repair and should be
replaced with Type "A" or Type "C" crossings.
SEVENTH STREET
Total of eight (8) sets of rails - Three (3) sets of rails have been
removed except for the street area. These three (3) sets of rails should
be removed from the street area also. Another three (3) sets of rails are
not being used and should also be removed. Two (2) sets of rails are in
use and should be replaced with Type "B" crossings.
EIGHTH STREET
Total of .seven (7) sets of rails - One (1) set has been removed on
both sides of the street. This street section should be removed. Four
(4) sets of these rails do not appear to be in use. If these four (4)
sets are not in use, they should be removed fromtthe street area. Two
(2) sets of these rails are in use and both sets should be replaced
with Type "B" crossings.
NINTH STREET
Total of three (3) sets of rails - Two (2) sets of rails are full
plank crossings and are in fair condition. The third set is an asphalt
crossing in fair condition, but does not appear to be in use. If this
third set is not in use, the rails should be removed from the street area.
TWELFTH STREET
Total of oneei(1) set of rails - Broken concrete plank should be
replaced with a Type "A" or Type "C" crossing.
The McPherson branch going south through the west side of the City
crosses the following streets:
Ash Street, State Street, Walnut Street, Spruce Street, South Street,
Cloud Street, Elm Street, Park'Street, University Street, Crawford Avenue,
Franklin Street, and Republic` Avenue. The crossings at University Street,
Crawford Avenue and Franklin Street are all in need of major repair.
University Street and Franklin Street should be replaced with Type "B"
crossings. Crawford. Avenue should be replaced with a Type "A" or a Type
"C" crossing. The crossing at Republic Avenue is in fair condition, but
the asphalt approaches need to be lengthened to make a smooth crossing.
All the other crossings are in fair condition and need only minor asphalt
repair.

in the City of Salina.
In surveying your tracks we find two crossings that are not in use.
One of these on Ninth Street has the rails removed except for the.
section through the street. One crossing on Santa Fe still has the
rails in place but has no apparent use. We would request that you
remove these crossings if they are not being used. This action would
reduce your maintenance cost on your street crossings in Salina. When
these tracks are removed, the City of Salina will reconstruct the
street at our cost and grant the railroad company the option of reopening
the crossings should your traffic operations require it.

OHIO STREET
Total of two sets of rails - both of these are new full plank
crossings installed in 1973. The planks are loose and need adjustment
in grade to conform to street pavement elevation.
FRONT STREET
Total of three sets of rails one of these crossings was installed
new early in 1974. The other two crossings are asphalt and rock
crossings. They are in need of major repair and should be replaced by
installing type "A" or type "C" crossings.
NORTH STREET
Total of two sets of rails - one of these crossings was a new
installation early in 1974 and is in fair condition. The other
crossing is an asphalt crossing and is in need of major repair. This
crossing should be replaced with a type "A" or a type "C" crossing.
FIFTH STREET
Total of three sets of rails - these crossings are just south of.
North Street. Two of them are asphalt crossings in fair condition -
minor asphalt repair would help. The other crossing is a full plank
crossing and is in good condition.
SANTA FE
Total of three sets of rails - one of these crossings is not being
used, and if no use is intended it should be removed from the street area..
One was installed as temporary in early 1974 and needs new planks and
adjustment of grade. The third crossing is a full plank crossing that
only needs to be adjusted in grade to meet the pavement.
SEVENTH STREET
Total of four sets of rails - three of these crossings are partial
plank and asphalt and are in need of repair. The other crossing is the
main track which was installed early in 1974 and needs new planking and
asphalt approaches.
NINTH STREET
Total of five sets of rails - four of these crossings are full
plank crossings and are in good condition. The other set of rails has been
removed except through the street section. We request that you remove
these rails through the street section.
TWELFTH STREET
Total of one set of rails - new rails were installed through this
crossing early in 1974. This crossing needs adjustment in elevation to
conform to pavement grade, new planks and asphalt leveling.

at North Street, one (1) full wood plank and three (3) concrete planks.
These four (4) crossings are all in need of major repair work and should
be replaced with Type "A" crossings or Type "C" crossings. The remaining
six (6) crossings are north of North Street. Four (4) of these six (6)
were rebuilt in 1973 and all are in good condition. The other two (2)
crossings are asphalt in need of repair and should be replaced with
Type "A" or Type "C" crossings.

Total of three sets of rails- All three (3) crossings are partial

crossings that need only some minor asphalt work. Two (2) crossings
are partial plank with asphalt filler and the other one (p,) is an asphalt
crossing. All three (3) of these are in need of major repair and should

Total of five (5) sets of rails - All five (5) of these are asphalt
crossings in need of major repair and should be replaced with Type "A"
or Type "C" crossings.
BROADWAY BOULEVARD
Total of one (1) set of rails - This is an asphalt -crossing that
needs repair most of -the time. This crossing should be replaced with a
Type "A" or a Type "C" crossing.

Total of eleven (11) sets of rails - Nine (9) of these are asphalt
crossings and are in fair condition. The other two (2) are full plank
crossings in good condition except the aspaht approaches need to be
extended in order to create a smooth crossing.

ASH STREET - EAST
Total of three (3) sets of rails - These are all full plank crossings
installed in 1973 and are all in good condition.
Your branch line going south along Fourth Street.crosses the following
streets: Iron Avenue, Walnut Street, Mulberry Street, Center Street, Prescott
Avenue, Crawford Avenue, Bond Street, Wilson Street, Republic Avenue, Beloit
Street, Minneapolis Street, Ellsworth Street, Jewell Street, Kirwin Avenue,
Ca3flin Avenue, Cloud Street, Raymond Avenue, Wayne Avenue, Magnolia Road
and Neal Avenue.
The crossings on Iron Avenue, Walnut Street, Mulberry Street, Center
Street, Prescott Avenue, Magnolia Road and Neal Avenue are all in fair
to good condition.
The crossings on Crawford Avenue, Republic Avenue and Wayne AO.enue;
all three (3) being major crossings, are full plank crossings and need
only minor repair.
The crossings at Bond Street, Wilson Street, Beloit Street, Minneapolis
Street, Ellsworth Street, Jewell Street, Kirwin Avenue, Cdaflin Avenue,
Cloud Street and Raymond Avenue wsue all partial plank and asphalt crossings
and are in need of major repair. These crossings should be replaced with
Type "B" crossings.
