Our Company has been retained to prepare plans and specifications for the
new Post Office in Salina. The site for this facility is the block bounded
by Fifth Street on the west, Fourth Street on the east, Elm Street on the
north and Ash Street on the south. All existing buildings on this site
will be demolished. The entire block will be occupied by the new Post
Office.
Construction on this site will require relocation of an existing 24 -inch
sanitary sewer. Constructing the new sewer along the east edge of the site
appears to provide the most space for construction. From a maintenance
�y7 standpoint, the better route would be approximately ten feet east of the
lLi( east property line. Construction along this route would require abandoning
an existing spur track as shown on the enclosed print.
At this time the United States Postal Service foresees no need for rail
service at .this site.
We would appreciate you reviewing the proposed construction and notifying
us if this is acceptable to the Union Pacific. If the proposed route is
acceptable, we would appreciate knowing of any special requirements for
removal and salvage of the rails, ties and ballast.

Dear Mr. Lemon:
I am attaching a copy of Union Pacific Railroad
Company's right of way map in the City of Salina on
our McPherson Branch with owned parcels outlined. As
mentioned yesterday on the telephone, Union Pacific
does not own the land underlying trackage on Fourth
Street north of Prescott Street. Taxes are paid, how-
ever, on the basis of an assessment per mile as deter-
mined on the Kansas Department of Revenue. Therefore,
taxes have been paid on the railroad facilities along
Fourth Street. The 1982 assessed value per mile of
main track of the McPherson Branch is $35,796.72 and
$4,687.57 per mile for side track.

We respectfully request exceptions to the maximum of 30 feet for driveways
as noted in Section 35-132 of the Salina Code effective January 1, 1983.
The requested exceptions are:
1. The access off Ash Street for the public parking area south of the new
postal building. The proposed width of this driveway is 33 feet back
to back of curb. Ingress and egress to this parking area without
encroaching on the other driveway traffic lane requires this width.
2. The access off Fifth Street for the mail trucks. The proposed width
of this driveway is 41'-4" back to back of curb. Ingress and egress
of the tractor -trailer mail trucks for the loading dock area require
extra width. If the proposed width is not provided, encroachment into
the opposing traffic lane on Fifth Street will result.
The proposed driveway widths are the same as those discussed with you in
November 1982.
Enclosed is a print of the paving, grading and drainage plan for your use
during review of this request.

We have reviewed your request to allow the construction of an
approach on Ash Street (33 feet wide) and of an approach on 5th Street
(41.33 feet wide).
It is our determination that the wide driveway approaches, as
shown on your drawing (G-2), will not create additional hazards to the
general public. Therefore, we grant a special exception to Section
35-132 of the Saline Code and will allow the two (2) driveway approaches
to be constructed as shown on the drawing (G-2).

This is a follow-up of our telephone conversation on 8 September 1983.
OExcavation has started on Ash Street for the sanitary sewer line. This
trench is approximately 22 feet deep and it is our opinion that established
safety procedures are not being followed for personnel protection.
Paragraph 10, Page IA -2 in the Contract Documents requires that the Contrac-
tor is to comply with the safety provisions of applicable laws and building
construction codes.
Your follow-up action on this item will be appreciated by all parties.

JC Dowell met with Don Hoff and Dean Boyer, Utilities Director, to discuss
several items regarding the water and sewer relocations. The Pre -Concept
Submittal Preliminary Plan and Site Layout was reviewed in detail. The
following items were discussed:
1. The City will insist that the new 12 -inch waterline be connected to an
existing 12 -inch line rather than the 10 -inch line located in Ash Street.
This will require an additional fifty feet of 12 -inch line, but will elimi-
nate one street crossing as shown on the Pre -Concept Submittal.
2. The City approved the concept of abandoning the existing railroad spur
on the east side of the site for construction of the new sewer line. Mr.
Hoff suggested that Wilson & Company contact Mr. Ray Norvell with Union
Pacific in Kansas City.
3. Mr. Hoff will forward a copy of correspondence from the UPRR that
states the City still owns the 4th Street right-of-way.
4. Mr. Hoff supplied copies of City standard meter setting details. The
Owner will be required to furnish the meter vault and yoke. The City will
furnish and install the meter.
5. Pre -cast concrete manholes are acceptable for sewer construction.
6. All existing easements and alley rights-of-way have been vacated.
