Dear Sir:
A meeting was held in this office today, concerning the
effects of the possible implementation of the "South Salina
Drainage Study" upon property in Mayfair Addition. The
following individuals were present at this meeting: Dean
Boyer; Doug Hill; Don Hoff; Don Lagerberg; and Dave Valentine.
During this meeting, certain City policies concerning
special assessments for drainage improvements were discussed:
(1) Any drainage improvements that are constructed
in accordance with the "South Salina Drainage
Study" and financed privately by the developer
(Mr. Doug Hill) would cause the special assess-
ments chargeable to all the property owners in
Mayfair Addition to be reduced accordingly, if
the improvements outlined in the "South Salina
Drainage Study" are constructed.
(2) All property within the Mayfair Addition would
be subject to normal special assessment charges
for local drainage improvements, in addition to
the above charges for the implementation of the
"South Salina Drainage Study" drainage improve-
ments.

In response to your request for a clarification of our letter to
you, dated July 14, 1980, we offer the following information:
(1) The reductions in the special assessments indicated
in paragraph 1 of the above letter would be computed
using the costs applicable at the time the improve-
ments specified in the "South Salina Drainage Study"
were constructed.
(2) The property owners in Mayfair Addition would not
receive any reduction in special assessment charges
if the constructed drainage channel east of Mayfair
Addition is not dedicated by Mr. Doug Hill to the
City of Salina.
Please contact me if you have any further questions concerning the
drainage improvements in Mayfair Addition.

At the request of Mr. Doug Hill, we submit the following information:
(1) Upon completion of the drainage channel east of Mayfair
Addition in accordance with the detailed plans approved
by our office, all surface drainage requirements for the
development of a large portion of Mayfair Addition have
been met. This portion of Mayfair Addition includes
your proposed building site located at the southwest
corner of said addition.
(2) It is our understanding, based on information we
received today from Mr. Hill, that your proposed
building site shall be subject to all special assess-
ment costs, resulting from the implementation of the
"South Salina Drainage Study", that exceed a value
of $20,666.67. This amount was based upon your sites
pro rata share of the cost of channel acquisition of
$186,000.00.
(3) The above two (2) paragraphs are valid only if the drain-
age channel is acquired by the City of Salina in accordance
with the provisions discussed July 29, 1980 in our office
with Mr. Hill and Mr. Dean Owens.

Dear Sir:
In response to your request for clarification regarding future
development in the Faith Addition, we offer the following comments:
(1) The Corps of Engineers District office considers the
zone between three hundred feet (300') riverward and
five hundred feet (500') landward of any levee as a
"critical area". Any excavation within this zone is
regulated by their office in strict accordance with
their criteria. Basement construction within this
zone would be extremely costly.
(2) No construction or excavation shall be made within
one thousand feet (1,000') landward or five hundred
feet (5001) riverward of the centerline of any flood
protection levee without the approval of the City
Engineer. If the City Engineer determines the pro-
posed construction or excavation does not impair or
endanger the flood protection works, an individual
permit would be issued by this office for each of
the undeveloped lots within Faith Addition to allow
the proposed construction or excavation. Basements
can be designed for this area that would withstand
eternal water pressures, etc. The developer would
be responsible for furnishing all construction details,
backfilling specifications, soil investigation reports,
etc. to the City Engineer for his review and approval.

(3) The "South Salina Drainage Study" (Wilson & Co. -
1978) indicates the 100 year water surface elevation
in Faith Addition to be 1,226.0.
