On December 1, 1980, your company repaired a broken crude oil pipe-
line in Section Eighteen (18), Township Fifteen (15) South, Range Two (2)
West and in Section Thirteen (13), Township Fifteen (15) South, Range
Three (3) West of the Sixth Principal Meridian in Saline County, Kansas.
The excavation required to locate this break was within the "critical
area" of our Flood Protection System. Any excavation and backfill within
the "critical area" (zone between three hundred feet (300') riverward and
five hundred feet (500') landward of the centerline of the levee) shall
be in accordance with the Corps of Engineer's requirements. One of their
requirements state that the excavated area shall be backfilled with imper-
vious materials compacted to 90% of maximum dry density.
As shown on the enclosed test report, submitted by Geotechnical Services
of Kansas, Inc., the compaction of the backfill material does not meet the
Corps of Engineer's requirement. Therefore, we are requiring that the back-
fill material placed on December 1, 1980, be removed and then re -compacted
by your organization to the specified limit on or before April 1, 1981.
Please notify our office prior to commencing any field operations in
this area. Additional soil testing will be required to verify the compaction
results.
