In reviewing the data furnished our office by Bucher, Willis & Ratliff,
Consulting Engineers, who performed the hydrologic analysis for the FEMA
Flood Study for Salina, the following listed design assumptions were utilized
in this study:
(a) Runoff was based on the maximum 24 hr. storm (100 yr. &
500 yr. frequency).
(b) Rivers and streams were at high stages which prevented
gravity flow at the storage outlets.
(c) Underseepage at the flood control dikes diminished the
available storage volumes of the ponding areas.
(d) The design rainfall (100 yr. or 500 yr. frequency) occurred
after prior rainfall has saturated the soil within the
drainage basin.
(e) The pumps at the ponding areas are not operating.
(f) A volume of runoff (100 yr. or 500 yr. frequency) was
assumed to equal the inches of direct runoff times the
drainage area of the basin.
