Craig, Engineer April 8, 1980 PROPOSAL FOR FEDERAL FUNDING OF SALINA BICYCLE PROGRAM UNDER SECTION 141(C) OF THE SURFACE TRANSPORTATION ACT OF 1978. INTRODUCTION: The City of Salina would like to apply for federal funds to implement a bicycle safety and transportaiton plan proposed by the Mayor's Bicycle Committee. This plan would include hiring a part time bicycle safety coordinator, marking proposed bike routes, printing and distributing bike route maps, and installing bike racks. PROJECT BACKGROUND: Salina's interest in bicycling has greatly increased within the last few years. In 1977, Mayor Karen Graves appointed a special committee to study the city's bicycling needs. Their goal was to develop bike routes in the Salina area and recommend actions which would promote the safe use of these routes. The committee submitted a 3-phase plan in July of 1978. In fiscal 1979, the city appropriated funds to complete Phase I of_the route posting. $3,280..00 was spent to post signs on 14 miles of city streets. The route marking; however, is only a portion of the Mayor's committee's proposal. We are applying for federal funds to complete Phases II and III of the signing and begin their recommended parking and safety education programs. LOCAL SUPPORT: There is excellent local support for this program. The city government has earmarked over $3,000 to be used as local matching funds and enthusiastically supports this project. In their December, 1979 meeting, the Salina Recreation Commission voted to recommend including the bike route plan in the City Capital -1- Improvement Program as an urgent need. There is also strong support from the local school board which has offered use of their facilities.and equipment, as well as from YMCA, YWCA, Recreation Department and local bicycling organization. PROJECT DESCRIPTION: The program would include hiring a part time safety coordinator, posting and mapping bike routes and supplying limited parking facilities. A. BICYCLE SAFETY COORDINATOR. A bicycle safety coordinator would be hired for one year from September of 1980 through August of 1981, to work an average of 26 hours per week. The coordinator would be responsible for implementing a city wide safety program, as well as overseeing other segments of the proposed bicycle program. Specifically, his duties would include: I. School Safety Program: 1. Conduct bicycle safety classes in an after- school recreation program. 2. Provide slides, films and information on car - bicycle interaction for the high school driver's education classes. 3. Provide instructor training for recreation, driver's education and other personnel to establish an ongoing safety program. II. General Public Bicycling Program: 1. Promote safe commuter and recreational cycling through classes at the YMCA, YWCA, Salina Recreation Commission and Kansas Wesleyan Free University. -2- 2. Make available to service clubs a slide presentation on safe automobile -bicycle interaction. 3. Establish and promote a bike week, with public activities and media coverage to publicize the bike routes and encourage recreational and commuter bicycling. III. Grant Program Supervision: 1. Oversee the printing and distribution of the Salina Bike Routes Map. 2. Work with the Mayor's Bicycling Committee on purchase 0 and installation of bicycle racks. 3. Work with the City Engineer to insure completion of Phase II and III of the bike route sign posting. One of the most important duties of the coordinator would be to conduct a training program for recreation and school personnel. This would assure trained instructors for a continuing safety program in Salina. B. BICYCLE PARKING A limited number of bicycle racks would be installed in 3 or 4 downtown locations. These would supply a use test -care to determine the need for additional bike parking in the future. C. SIGN POSTING. Signs for Phases II and III of the proposed bike routes would be purchased and posted. (See attached map) D. BIKE ROUTE MAPS. Maps of the bike routes would be printed for public use. Distribution of the maps would be supervised by the Bicycle Safety Coordinator. SCHEDULE FOR COMPLETION OF PROJECT: -'- Bike route signing would be completed no later than January of 1981. Bike rack installation and map printing would be completed by June of 1981. The bicycle coordinator would be hired for a period of one year, from September, 1980 through August, 1981. ESTIMATED COST AND FEDERAL SHARE: The total program would cost: Salary - 5,850.00 Overhead, office supplies, film rental, etc. - 1,750.00 Bike Racks - 1,000.00 Map Printing - 1,500.00 Bike Route Signs - 4,500.00 TOTAL: $14,600.00 $14,600.00 The federal share of the program would be $10,950.00. The local share of the cost of the project $3,650.00 is being supplied by the City of Salina and other local organizations. CONCLUSION: Salina has a strong need for this type of comprehensize program. According to the Mayor's Bicycling Committee: "Bicycles have become a popular, energy- saving mode of transportation ... With this increased use has come the need for bike routes; for improved safety measures; and for better -informed, better - trained bicyclists and motorists." We have been fortunate in Salina to have the support of the City Commission, the City Manager's office, and the City Engineer's office in designing and beginning implementation of a comprehensive bicycle transportation and recreation system. There are, however, limitations to what can be accomplished in an ongoing program using purely volunteer labor. The need for a paid, designated education and coordinating person appears to be very real. In the Bicycling Committee's report, which was issued in 19780 we recognized the need for a comprehensive safety and education program, as well as the need for promotion and physical facilities extension programs. The Revenue Report for November showing tax revenue of $ 19,534.11 and non -tax revenue of $ 6,856.10, with year-to-date receipts in the amount of $ 91,086.99 was received and filed. The audit for fiscal 1978-79 was received and filed. Mr. Jolley reported that the auditors were concerned about late deposits of some funds due to our practice of holding some receipts to reduce the number of refunds we have to make. Chairman Nelson suggested that we talk to the auditor about setting up a trust fund out of which refunds could be made. This will be explored. The winter session at Imagination Place will begin the week of January 28th. Enrollment will begin January 7th and all classes will again be held at the Schilling Elementary School. The Participation Report for the .month of November showing 8,082 participants was received and filed. It was moved and seconded that a.resolution be adopted approving the interlocal agreement between the City of Salina, the Board of Education of U.S.D. #305 and the Salina Recreation Commission, creating a department of Community Services to include recreation, parks and human resources services and facilities. This will be for a trial period of one year, January 1, 1980, through December 31, 1980. Motion carried uanimously. A copy of the agreement is attached. Mr. Jolley reported that information for the committee on lights for Lower Indian Rock was being compiled and that a meeting would be called sometime in January Members of the committee are Stan Nelson, Kitty Beverly, Rusty Myers, John Heline and Jerry.Brown, with Joel Wentz as an alternate. - 2 Mr. Jolley submitted his recommendations for a revised City Capital Improvement Program for parks and recreation. Rusty Myers suggested that we should include in this report a request to have the city-wide bicycle route plan put in the C.I.P. as an urgent need. Following discussion, it was moved and seconded to submit the recommendations, along with this one addition, to the city. Motion carried 5 to 1. Mr. Jolley announced that the annual department Christmas lunch would be held in the office Friday, December 21st, from 11:30 a.m. to 2:00 p.m. All present were invited. Rod Nitz described his discussion with Marry Shimp of K.V.R.C. regarding use of a parking lot at the Schilling ball diamonds. No decision was made, but there seems to be a possibility of an agreement on the matter. Additional contact will be made. There being no further business, the meeting adjourned.
