At your request, we have considered the costs involved in accomplishing
certain topographic mapping of land areas east of Salina.
Utilizing available aerial photographs of the areas involved, we are to
prepare, photogrammetrically, topographic maps of the areas. Each map
is to be prepared as a reproducible tracing. The horizontal scale of the
maps is to be 1" = 1001. The lay of the land is to be represented by
contour lines at 2' foot intervals. The maps are to be prepared to
comply with National Mapping Standards.
The area involved and our charges for preparing finished topographic maps
are as follows:

be needed in the ensuing two-year period.
Twenty five copies of the report shall be delivered to the City. It is
anticipated that all study and report preparation work will be completed
within two months from the date of authorization of this proposal by the
City of Salina.
For these services, we propose a lump sum fee in the amount of $1,250.00
which shall be due and payable when the report is delivered to and accepted
by the City of Salina. You will note that this service fee is considerably
less than the required fee for the similar assignment which was completed
in 1964. We are able to make this reduction because of the project data
which we now have on hand and because of our acquired system knowledge.
If this proposal meets with the approval of the City of Salina, would you
please have the correct signature affixed to the space provided at the end
of this letter, retain one copy for your files, and return a copy to us for
our files. If you consider it necessary for a member of our firm to be

of Salina, Kansas, Party of the Second Part, hereinafter called the ENGINEERS,
WITNESSETH: That for and in consideration of the services to be
rendered and the payments hereinafter agreed to be made, it is mutually
agreed as followsr
I. SCOPE OF ENGINEERING SERVICES
The Engineers shall conduct the necessary field surveys, office design,
and shall prepare detailed plans and specifications for the construction of
a High Service Water Pumping Facility, complete with piping, valves, and all
necessary appurtenances and shall obtain the approval of the State and Federal
authorities having proper jurisdiction. The Engineers shall prepare the
necessary contract documents, including construction contract forms, bidding
blanks, and bond forms; and shall file with the City three (3) complete sets
of plans, specifications and contract documents. The Engineers shall notify
responsible contractors and material suppliers of the date and place of the
construction contract letting, this to be in addition to any paid advertisement
placed by the City, and the Engineers shall be present at the letting to
assist and advise the City in evaluating the bids.
During construction, the Engineers shall check all contractor -submitted
shop drawings. The Engineers shall assist the City in preparing any necessary
intermediate pay estimates to the construction contractor as well as the
final payments to the Contractor. When all construction is complete, the
Engineers shall revise the construction contract drawings to reflect any
changes made during construction and shall submit to the City one set of
as -built drawings.
During construction, the Engineers shall also visit the site of construc-
tion periodically, as required, for the purpose of determining the extent
and quality of construction and to determine its conformance with the design
concept of the project and for compliance with the information given by the
Construction Contract Documents.
II. PAYMENTS TO THE ENGINEERS
For all services described in Section I of this agreement, the City
agrees to pay the Engineers a lump sum fee in the amount of $24450.00.
Of this total amount, $2,000.00 shall be due and payable to the Engineers
when the detailed plans and specifications are delivered to the City and
the remainders or $450.00 shall be due and payable when all construction
work is complete and.the project is accepted by the City.
IN WITNESS WHEREOF: The Parties of the First and Second Parts have
hereunto set their hands and seals the day and year first above mentioned.

THIS AGREEMENT, made and entered into this 27th day of February, 1962,
by and between the CITY OF SALINA, KANSAS, Party of the First Part, herein-
after called the CITY; and WILSON & COMPANY, ENGINEERS & ARCHITECTS, of
Salina, Kansas, Party of the Second Part, hereinafter called the ENGINEERS,
WITNESSETH: That for and in consideration of the services to be
rendered and the payments hereinafter agreed to be made, it is mutually
agreed as follows:
1.Scope of the Work. The Engineers shall prepare detailed plans, specifi-
cations and contract documents for proposed improvements to the Water Treat-
ment Plant, including additional filter capacity and other plant improvements
as directed by the City.
2, Other Services. The Engineers shall obtain the approval of the State
and Federal authorities having proper jurisdiction. The Engineers shall
prepare the necessary contract documents, including construction contract
forms, bidding blanks, and bond forms; and shall file with the City'three (3)
complete sets of plans, specifications, and contract documents. The Engineers
shall notify responsible contractors and material suppliers of the date and
place of the letting, and the Engineers shall be present at the letting to
assist and advise the City in evaluating the bids.
The Engineers shall check shop drawings for general conformity to plans
and specifications. During construction, a representative of the Engineers`
design section shall visit the work at least once each month to inspect it,
and at the completion of the work they shall make a final inspection'.to
determine the fitness of the construction. The Engineers shall prepare
as -built plans from a marked set prepared during construction by the Resident
Inspector.
3. Payment. For the services under paragraphs 1 and 2, the City agrees to
Tay the Engineers at the following rates:
6,0 percent of the actual cost of construction; payable as follows:
5.2 percent of the estimated cost, to be paid when the detailed plans and
specifications are delivered to the City; 0.8 percent based on periodic
estimates of completed work, which shall be payable monthly; and the
balance, sufficient to bring the payments to a total of 6.0 percent, when
the work is completed and accepted by the City.
4. Resident Inspector. During construction, if the City desires a Resident
Inspector, the Engineers shall furnish a competent man to check and inspect
the Contractor's work for conformity to plans and specifications. He will
represent the City in all matters pertaining to the construction work under
the direction of the Engineers, and will prepare contractor periodic pay-
ment estimates.
For these services, the City shall pay the Engineers the sum of
$165.00 per week for such time as the Resident Inspector is required on
the work, which shall be due and payable at the first of each month follow-
ing the one in which the services were rendered.
IN WITNESS WHEREOF: The Parties of the First and Second Parts have
hereuntoset their hands and seals the day and year first above mentioned.

hereinafter referred to as the CITY; and WILSON & COMPANY, ENGINEERS &
ARCHITECTS, Salina, Kansas, Party of the Second Part, hereinafter called
the ENGINEERS,
WITNESSETH: That for and in consideration of the services to be
rendered and the payments hereinafter agreed to be made, it is mutually,
agreed as follows:
I. SEWER USE CHARGE STUDY.
a. Scope of Services. The Engineers shall examine the files of the
City for the purpose of identifying all users of the municipal sewerage
system who, by the nature of their operations, are to be considered for
special charges,in accordance with Ordinance No. 6545.
The Engineers shall conduct an on-site survey for each user that warrants
further investigation. This on-site visit shall be for the purpose of
determining the estimated quantity of waste material being discharged into
the municipal'sewer system, and of this amount, the quantity that is being
pumped from private wells. An estimate will also be made of any water being
discharged through sources other than the municipal sanitary sewer sytem.
Also an estimate will be made of the amount and extent of industrial or
commercial waste loadings being discharged to the municipal sewer.
On the basis of all field surveys, office calculations, and studies,
the Engineers shall prepare a report to the City which will discuss all
factors considered in the study. The report will also contain a listing
of all users for which special billings are recommended. This listing
shall include:
(a) The customers name and address
(b) An estimate of the water used but not metered by the City
(c) An estimate of the water used but not discharged to the City
sanitary sewer system
(d) A recommended charge to be levied because of industrial or
commercial waste loadings being discharged into the sanitary
system
(e) A recommended method of preparing the monthly billing to this
special classification of user.
b. Payments to the Engineers. For all services described in Section Ia
of this agreement, the City agrees to pay the Engineers a lump sum fee in
the amount of One Thousand, Nine Hundred Dollars ($1,900.00), which shall
be due and payable when the report is delivered and discussed with the City.
c. Further Considerations. It is understood by both parties that the
Engineers will not, by this Agreement, undertake an analysis of:
(a) The overall water and sewerage department expenditures
(b) Existing water rate schedule
(c) Existing sewer charge schedule based on metered water -usage
II. PERIODIC CONSULTATION SERVICES.
a. Scope of Services. After the report, described in Section Ia of
this agreement, has been delivered and discussed with the City, the Engineers
shall be available for periodic consultation services. Generally, this
service shall include, but not necessarily be limited to, the representation
of the City in matters pertaining to the above referenced study and report.
b. Payments to the Engineers. For all services described in Section IIa
of this agreement, the City agrees to pay the Engineers by the various methods
as follows:
(a) Direct Labor. For all engineers, draftsmen, surveyors,
stenographers, and others employed by the Engineers for the assignment,
the basic hourly rate chargeable to the City shall be computed by the formula
Basic Hourly Rate = Weekly Salary x 2.1

The Basic Hourly Rate established above shall represent compensation
to Wilson & Company for salaries; general overhead; rental on equipment,
exclusive of automobiles, stereographic plotters, and the electronic com-
puter; social security or other employer tax or labor; and profit.
(b) Subsistence.. Subsistence for employees away from headquarters,
telephone, telegraph, and similar direct field expenses shall be reimbursed
at actual cost.
(c) Transportation. Automobile transportation shall be paid for
at the rate of eight cents (80) per mile for travel in connection with
work on the assignment.
(d) Materials. All materials used in connection with work on the
project will be paia for at actual cost.
(e) Reproductions. All photographic and direct process reproduc-
tion work required shall be paid for at the locally accepted commercial
rate for such work.
(f) Payment. For all services rendered, payment shall be made to
the Engineers within thirty (30) days upon proper billing by the Engineers
in accordance with the agreements set forth above. Such billing may be
made at the option of the Engineers but at not less than monthly intervals.
IN WITNESS WHEREOF: The Parties of the First and Second Parts have
hereunto set their hands and seals the day and year first above mentioned.

hereinafter called the City; and h5lson & Company, Engineers & Architects
of Salina, Kansas, Party of the Second Part, hereinafter called the Architects,
YEEREAS: The City desires the Architects to perform certain design,
supervision of construction, and inspection services for a prototype
Community Fa11-Out Shelter to be constructed in the basement of Memorial
Hall, in accordance with agreement No. PO -6-140 which the City has with the
United States Government, and
WHEREASs The Architects desire to perform these services,
WITNESSETH: That for and in consideration of the services to be
rendered and the payments hereinafter agreed to be made, it is mutually
agreed as follows
1. Scope of Services to be Performed by the Architects.
The Architects shall prepare detailed plans and specifications for the
construction of a Community Fall -Out Shelter to be located in the basement
of the Memorial Hall in Salina, This facility shall be complete, including
water supply, special plumbing, ventilating facilities, and emergency
electrical power source, all in accordance with standards of design as
prepared by the Office of Civil and Defense Mobilization. The Architects
shall prepare the necessary contract documents, including construction
contract forms, bidding blanks, and bond forms; and shall file with the
City three (3) complete sets of plans, specifications, and contract documents,
The Architects shall notify responsible contractors and material suppliers
of the date and place of the construction letting, this to be -in addition
to paid advertisements placed by the City, and the Architects shall be
present at the letting to assist and advise the City in evaluating the bids.
During construction, the Architects shall furnish supervision of
construction and inspection services as required to insure that the project
is constructed in strict compliance with the plans and specifications.
The Architects shall check all shop drawings and periodic pay estimates
payable to the construction Contractor. At the completion of all con-
struction, the Architects shall conduct a detailed final inspection to
determine the fitness of all construction.
2. Payments to the Architects.
For all services described in Section 1 of this Agreement, the City
agrees to pay the Architects a lump sum fee in the amount of One Thousand,
Four Hundred Dollars ($1.,1100.00). This fee is further.defiaed as follows:
Detailed Plans and Specifications $ 782.50
Supervision of Construction 1187,50
Inspection Services 130,00
$1,!100.00
Of this amount, the fee for detailed plans and specifications ($782.50)
shall be due and payable when the plans_and.specifications are delivered
to the City.. The remaining fee ($617.50) shall be due and payable when
all construction work has been completed and accepted by the City..

CONTRACT FOR ENGINEERING SERVICES

THIS AGREEMENT, made and entered into this 7% day of
19602 by and between the City of Salina, Kansas, Party of the Virst Par
and Wilson & Company, Engineers & Architects, of Salina, Kansas, Party of
the Second Part, hereinafter called the Engineers,
WITNESSETH: That for and in consideration of the services to be
rendered and the payments hereinafter agreed to be made, it is mutually
agreed as follows:
1. Detailed Plans. The Engineers shall prepare detailed plans and
specifications for the construction of a HICH SERVICE PUMPING STATION,
complete with pump house, piping, valves, controls, and connections to
existing water distribution system, and obtain the approval df State and
Federal authorities having proper jurisdiction. The Engineers shall pre-
pare the necessary contract forms, including construction contract forms,
bidding blanks, and bond forms; and shall file with the City three (3)
complete sets of plans, specifications, and contract documents. The
Engineers shall notify,responsible contractors and material men of the
date and place of the letting, this to be in addition to any paid advertise-
ments placed by the City, and the Engineers shall be present at the letting
to assist and advise the City in evaluating the bids.
During construction, the Engineers shall visit the work at least once
each month to inspect it and to advise the City concerning it, and at the
completion'of the work they shall make a final inspection to determine the
fitness of the construction.
For these services, the City agrees to pay the Engineers for direct
labor, equipment rental, subsistence, transportation, and reproductions by
the methods enumerated below:
(a) "Direct Labor. For all engineers, draftsmen, surveyors;
stenographers, and others employed by the Engineers for the project, the
basic hourly rate chargeable to the City shall be computed by the formula

The basic hourly rate established above shall represent compensation
to Wilson & Company for salaries; general overhead; rental on equipment,
exclusive of automobiles, stereographic plotters, and electronic computer;
social security or other employer tax on labor; and profit.
(b) Equipment Rental. The following items of equipment, if used on
the project, shall be paid for at the following stated hourly rate:
(1) Stereographic.(Kelsh) Plotter . . . . $ 3.00 per hour
(2) Electronic Computer (Beadix G-15
All Purpose Computer) . . . . . . 30.00 per hour
(c) Subsistence. Subsistence for employees away from headquarters,
telephone, telegraph, and similar direct field expenses and costs incurred
for the right of entry or damages not resulting from negligence or accidents,
shall be reimbursed at actual cost.
(d) Transportation. Automobile transportation shall be paid for at
the rate of eight cents (08¢) per mile for travel in connection with work
on the project.
(e) Re roductions; All photographic and direct process reproduction
work require s al be paid for at the locally accepted commercial rate
for such work.
(f) It is agreed that the total cost to the City for all services in
Section 1 shall not exceed ten per cent (10%) of the actual cost of con-
struction, this cost to include an equitable amount for any materials,
labor, or equipment furnished by the City.
(g) Payment for services rendered shall be made within thirty (30)
days after receipt of proper billing by the Engineers, in accordance.with
the agreements set forth above.
2. Resident Engineer. During construction, if the City desires a Resident
Engineer, theEngineers shall furnish a competent man who will set all
stakes and be present whenever work is in progress to see that the plans
and specifications are carried out in all details. He will represent the
City in all matters pertaining to the construction work under the direction
of the Engineers.
For these services, the City shall pay the Engineers the sum of Six
Hundred Dollars.($600.00) per month for such time as the Resident Engineer
is required on the work, which shall be due and payable at the first of
each month following the one in which the services were rendered.

In answer to your inquiry, we shall be happy to bring up to date our
studies on water rates and the relationship of income to expenditures,
and to suggest to yon and your Commissioners the rates which will enable
you to meet requirements at current price levels.
We propose to you that we carry on this work on an hourly rate basis,
this rate to be double the payroll rate of the employee or employees
actually working on the job, each of whose hourly payroll rate is com-
puted by dividing the established weekly rate by 40 hours, which is our
standard work week.
The number of combinations which can be worked out in a proposed rate
schedule is almost unlimited arra there is no advantage in going beyond
the point of arriving at the schedule which is satisfactory to your
Commissioners. For this reason we believe the suggested method will be
the cheapest for the City and the best for both parties. If this is
acceptable, please sign and return one copy for our files. On notifica-
tion from you, we will start work immediately, will keep you informed of
our progress, and hope to arrive at a satisfactory solution within a
very few weeks.

Part, hereinafter referred to'as'the "Engineers".
WHEREAS, the parties hereto have heretofore entered into that certain
contract dated the 21st day of June 1955, hereinafter called the "Basic
Agreement", whereby the Engineers are to furnish certain engineering
services in connection with the proposed flood protection works for payments
by the City as provided; and
WHEREAS, the scope of services to be furnished by the Engineers under
the basic agreement was limited to the proposed flood protection plan as
set forth in the original Flood Protection Plan of the Corps of Engineers,
United States Army, commonly referred to as a "Ring Levee and Iron Avenue
Cutoff".
S0 NOW THEREFORE, it is mutually understood and agreed by and between
the City and the Engineers that the Engineers agree to furnish services and
the City agrees to make payments in accordance with the basic agreement as
amended by this document.-
The
ocument:The Engineers shall provide and perform all engineering services as
directed by the City in connection with the flood protection works as
proposed by the Corps of Engineers of the United States Army, as of this
date.
Delete, in its entirety, paragraph 2, page 2 of the basic agreement
and insert the following:
"For the services aforesaid the City agrees to pay the Engineers a fee
in an amount equal to all costs incurred by the Engineers, plus one hundred
per centum (1000 of the direct labor cost. The sums to become due here—
under shall be paid monthly on an accrual basis. tDirect labor costf is
hereby defined as.the gross salary for services performed by employees of
the Engineers. This shall not include contributions made by the employer
for social security or other taxes or charges against the employer. It
is understood that Murray Wilson is sole proprietor of Engineers; that he
is not to draw or be paid any salary chargeable to the City hereunder
directly. One hundred per cent (1000 of direct labor cost aforesaid
shall represent compensation of the Engineers for general overhead, rental
on equipment, except automobiles, and social security or other employer's
tax on labor and profit.

Elevated Tank, complete with footings, piping, valves, and other controls,

shall file with the City three (3) complete sets of plans, specifications
and contract documents. The Engineers shall notify responsible contractors

present at the letting to assist and advise the City.in evaluating the bids.

referred to as "Engineers".
WHEREAS, the City of Salina, Kansas, is endeavoring to enter upon
a program to provide flood protection for the city of Salina, Kansas, and
its immediate environs; and
MUMS, it is the belief of the City of Salina, Kansas, that the
Corps of Engineers of the United States Army is about to initiate and to
thereafter complete plans and specifications for such a program; and
WHEREAS, incident to the effectuation of such a program, it will
be necessary for the City of Salina, Kansas, to provide right-of-way and
to effectuate certain improvements incident to the installation of such
works; and
WHEREAS, i% will be necessary for the City of Salina, Kansas, for
the effectuation of such a purpose, to have competent engineering advice
preliminary to and during the course of the installation of such works; and
WHEREAS, Engineers are experienced in the various phases of work
so that they will be competent to furnish the City with engineering advice
and other matters and things hereinafter provided for; and
SO, NOW, THEREFORE, it is mutually.understood and agreed by and
between the City and the Engineers:
That the Engineers shall provide and perform all engineering
services in connection with the proposed flood protection works, including
but not limited to the following:
(a) Furnish consulting services to the City and co-ordinate the
project with the Corps of Engineers of the United States Army.
(b) Prepare a preliminary report covering the services, con-
struction and real estate to be furnished by the City, which shall in-
clude:
1. Layout map showing the proposed levy location.
2. The location, quantity, and estimate of cost on
all construction to be effected by the City, such
as bridges, drainage structures, utility extensions
and re -location of utilities; and
3. Estimate of the cost of real estate to be acquired
for use in the installation of such works and all
other costs.
(c) Prepare plans, specifications, detailed estimates, and
contract documents for all construction work that is to be designed,
financed and contracted for by the City.
(d) Make all necessary real estate surveys, prepare plats, and
stake the property line of all real estate to be purchased by the City.
(e). To provide competent engineers and employees, equipment and
supplies; to timely make and provide the materials, plans, specifications,
information and other matters aforesaid. That Engineers will cooperate
with the City to effectuate the purpose of the City to develop a flood
protection works for the City.
2. For the services aforesaid the City agrees to pay the Engineers
a fee in an amount equal to'all costs incurred by the Engineers, plus one
hundred per centum (100%) of the direct labor cost, provided, however, that
the sum to be so paid shall not exceed a total sum of $110,000.00 for all
services. The sums to become due hereunder shall be paid monthly on an
accrual basis. "Direct labor cost" is hereby defined as the gross salary
for services performed by employees of Engineers. This shall not include
contributions made by the employer for social security or other taxes or
charges against the employer. It is understood that Murray Wilson is sole
proprietor of Engineers; that he is not to draw or be paid any salary charge-
able to the City hereunder directly. One hundred per cent (100%) of "Direct
labor cost" aforesaid shall represent compensation of the engineers for
general overhead, rental on equipment, except automobiles, and social secur-
ity or other employers tax on labor and profit.
3. If the City desires resident engineers, the Engineers shall
furnish competent men who will set all stakes and be present whenever work
is in progress to see that plans and specifications are carried out in all
details. Engineers shall represent the City in all matters pertaining to
the construction work, and resident engineers shall be on the project under
the direction of Engineers. For these services the City shall pay the
Engineers the sum of $550.00 per man -month for such time as each resident
engineer is required on the work, pro rata, which shall be due and payable
on the first of each month following the one in which the services were
rendered. Sums paid under this paragraph shall not be deemed to be included
in ndirect labor cost" referred to in paragraph "2." hereof and shall be
direct compensation to Engineers for the provision of such resident engineerm.

In accordance with your request, we have prepared proposals
for engineering services in connection with the preparation of
topographic maps for Indian Rock Park and Kenwood Park.
As we understand it, the services you require are the necessary
surveys and a topographic map of each park. The maps will be
prepared on transparent cloth to a scale of 111=501. The maps will
show all of the topography, such as buildings, trees, drives, fences,
and etc., and one foot contour lines. For the preparation of the
map for Indian Rock Park, we propose a lump sum fee in the amount of
NINE HUNDRED AND TWENTY DOLLARS ($920.00); and for the preparation
of the map for Kenwood Park, we propose a lump sum fee in the amount
of SIX HUNDRED DOLLARS ($600.00).

CONTRACT

ENGINEERING SERVICES

THIS AGREEMENT made at Salina, Kansas, this 117 -.y— day of Jean u4ry
in the year 1955 by and between the City of Salina, Kansas, hereinafter
called the Owner, and Wilson & Company, Engineers, of Salina, Kansas,
hereinafter called the Engineers.
WITNESSETH: That whereas the Owner intends to construct certain
improvements to its Municipal Airport consisting of the construction
of an Administration Building, including water supply and sewage treat-
ment, relocation of the beacon, the construction of an Access Road,
construction of additional Parking Apron, widening of the existing
North-South Runway and Taxiway, extension of the North-South Runway and
North-South Taxiway, extension of the lighting and acquisition of additional
]and and easements for clear zones, all in accordance with the revised
Master Plan for the Airport as approved by the Civil Aeronautics Adminis-
tration, the cost of which improvements are estimated to total approximately
$7509000.00.
NOW, THEREFORE, in consideration of these premises and of the mutual
convenants herein set forth for the construction of above named improve-
ments.as follows:
1. The Engineer agrees to furnish and perform the various professional
services required for the construction of above named improvements as
follows$
a. Complete general and detail plans, specifications and detailed
estimate of cost.
e b. Prepare forms for construction proposals, advertisements, con-
struction contracts and bonds, subject to the approval of the Owner.
c. Receive and tabulate proposals, report same to the Owner and
assist in awarding the contract for construction.
d. Furnish general supervision of the work of the contractor, to
assist in a correct interpretation of the plans and specifications, and
to safeguard the Owner against defects and deficiencies on the part of
the Contractor.
e. At the option of the Owner, furnish resident supervision and
inspection consisting of a resident engineer and such assistants as are
necessary to provide proper inspection. They will lay out the work, set
grade stakes and see that the work is performed in accordance with the
plans and specifications. They will measure and compute quantities of
work performed and will represent the Owner in all matters pertaining to
the construction work under the direction of the Engineer. They will
prepare and submit all engineering reports required by C.A.A.

f. Furnish eight (8) copies of plans and specifications (including
those required by C.A.A. and furnish additional copies to the Owner and
the Contractor at net cost. (Original documents, survey notes and tracings
are and shall remain the property of the Engineer.)
g. Meet with the Owner or his representatives when requested or
necessary for consultation or conferences.
h. Submit plans and specifications for the approval of the Civil
Aeronautics Administration, and bring them fully in line to receive the
approval of the C.A.A.
2. The Owner agrees to pay the Engineer as compensation for such pro-
fessional engineering services as follows:
a. For all work outlined in paragraphs la to lc, inclusive, a sum
equal to six (6%) percent of the actual cost of the work which shall be
due and payable as follows:
1. An additional 4-1/2 percent of the estimated cost when the
plans and specifications have been approved by the City and C.A.A.
2.The balance sufficient to make the total payment equal to
6 percent of the actual cost when the construction work has been completed
and accepted by the City and C.A.A.
b. For resident supervision and inspection, the sum of.$600.00 .
per month for such time as a resident engineer is required, and the sum
of $500.00 per month for each assistant engineer or inspector authorized.
c. For any additional service required by the Owner, due to changes
ordered by the Owner, or due to causes beyond the control of the Engineer,
the Owner Gha.11 pay the Engineer the expense of such additional service,
said expense to be the amount of the payroll incidental to such additional
services plus fifty (50%) percent for overhead, readiness to serve and
profit., this expense also to include at cost all other expenses incidental
to this item, such as traveling expense, telegrams, telephone toll calls,
extra reproductions of prints or photos of drawings, specifications and
other documents required for the proper execution for the Owner. These
payments shall be due and payable from time to time as the services are
performed, or as the expenses are incurred.
d. The Owner shall pay traveling or other authorized expenses incurred
by the Engineer or his assistants where traveling in the discharge of duties
connected with these services other than expenses between the Engineer's
office and/or Owner's place of business and/or the site of the improvement.
e. The Resident Engineer shall make field density tests and sieve
analyses. The Owner shall pay for such other tests as may be required
to determine the fitness of the work.

f. If any work covered by this agreement designed or specified by the
Engineer shall be suspended or abandoned, the Owner shall pay the Engineer
for the services rendered on account of it, the same to be based on the
percentage of work done by the Engineer as compared to the total required
for completion of such work.
3. It is further mutually agreed by the parties hereto:
a. That the drawings and specifications are instruments of service
and as such the original documents, tracings and field notes are and
remain the property of the Engineer whether the work for which they were
prepared be executed or not, and shall not be used by the Owner for any
other project or construction.
b. That all questions in dispute under this agreement shall be
submitted to arbitration at the choice of either party hereto.
c. That the Owner and Engineer each binds himself, his partner,
successors, executors, administrators and assigns, to the other party
to this agreement and assigns of such other party in respect of all
covenants of this agreement. Except as above, neither the Owner nor the
Engineer shall assign, sublet or transfer his interest in this agreement
without written consent of the other party hereto.

Co;::pany, Engineers, of Salina, Kansas, Party of the Second Part, here–
inafter called the Engineers.
1ITDIPSSMI: That for and in consideration of the services to be
rendered and the payments hereinafter agreed to be made, it is mutually
agreed as follows:
1. ,___The '%g syvill _ihrnish the_ services desired by the City _
as._set_:arth_in-paraETaAh_tgo, hereafter in conieetion with a project
for the..imp3ovement of the Municipal Airport to consist of a new access
roads a_new,.area for parking autos, and an extension to the airplane
parking ramp, all as tentatively approved by the Civil Aeronautics
Administration in letter dated 29 December 1954.

2. Detailed Plans: .'Then the City decides to proceed with the work,
the Engineers shall prepare detailed plans and specifications for the
construction of the proposed improvements, and obtain the approval of
the State and Federal authorities having proper jurisdiction. The
2�igineers shall prepare the necessary contract documents, including
construction contract forms t bidding blanks, and bond forms; and shall
file with the City three (3) complete sets of plans, specifications,
and contract documents. The Engineers shall notify responsible con—
tractors and material men of the date and place of the letting, this
to be in addition to paid advertisements placed by the Cityi and the
Engineers shall be present at the letting to assist and advise the City
in evaluating the bids.
During construction, the Engineers shall visit the work at least
once each month to inspect it and to advise the City concerning it, and
at the completion of the work they shall Make a final inspection to
determzine the fitness of the construction.
For these services, the City agrees to pay the Engineers at the
following ratest
$mac
. six percent of the actual cost of construction; payable as
follows•- percent of the estimated cost, to be paid when the
detailed plans and specifications are delivered to the City; 4
percent based on periodical estimates of completed work, which shall
be payable monthly; and the balance, sufficient to bring the payments -

when the work is completed and accepted by the City.
3. Resident Engineer: During construction, if the City desires a
Resident Engineer, the Engineers shall furn_-sh a competent man who will
set all stakes and be present whenever work is in progress to see that
the plans and specifications are carried out in all details. He will
represent the City in all matters pertaining to the construction work
under the direction of the Engineers.
For these services, the City shall pay the Engineers the sum of
500.00 per month for such time as the Resident Engi
neer is required on the work, which shall be due and payable at the
first of'each month following the one in s;hich the services were
rendered.

called the Owner, and Wilson & Comparv, Engineers, of Sali.naj Kansas,
hereinafter called the Engineers,
WITNESS=; That whereas the Owner intends to construct certain
improvements to,its Municipal Airport, consisting of•the installation of
Runway Lighting for�the North-South Runway, the construction of a segmented
circle and wind cone and the installation of a beacon, all in accordance
with the Master Plan -for the Airport as approved by the Civil Aeronautics
Administration, the cost of which improvement is estimated to total
approximately $30,000.00.
NOW, TMWORE,'in consideration of these prentses and of the mutual
covenants herein set forth for the construction of above named improve-
ments as followsr
1* The Engineer agrees to furnish and perform the various professional
services required for the construction of above named improvements as

a. Complete general and detail plans, specifications and detailed
estimate of cost*
b. Prepare fofts for construction proposals, advertisements, con-
struction contracts and bonds, subject to the approval of the
Owner.
c, receive and tabulate proposals, report sane to the Owner and
assist in awarding the contract for construction.
d. Furnish general supervision of the work of the contractor, to
assist in a correct interpretation of the plans and specifications
and to safeguard the Owner against defeats and deficiencies on
the part of the contractor.
e. At the option of the -Owner, furtieh resident supervisian and
inspection consisting of a resident engineer and such assistants
as are.necessary to provide proper inspection: They will lay
out the work, set grade stakes and see that the work is performed
in accordance with the plans and specifications. They will measure
and compute quantities of work performed and will represent the
'Owner in all matters pertaining to the construction work under
:the direction of the Engineer. They will prepare and submit all
engineering reports required by C*A.A*
f. Furnish eight (8) copies of plans and specifications (including
those required by C.A:A*) and furnish additional copies to the
Owner and the Contractor at net cost* (original documents,
survey notes and tracings are and shall remain the property of
the Engineer.) _1_.

necessary for consultation or conferences,
h. Submit plans and specifications for the approval of the Civil
Aeronautics Administration.. and bring them fully in line to
.receive the approval of the C.A.A.
2. The owner agrees to pay the Engineer as compensation for such pro—
fessional engineering services as follows:
a. For all work outlined in paragraphs la to lc, inclusive, a a=
equal to four (4%) percent of the actual cost of the work which
shall.be due and payable as followst
1. 2-1/2 percent of the estimated cost of the work when the
.plans and specifications are completed.
2. An additional 3/4 percent of the estimated'cost when the
plans and specifications have been approved by the City
and. C.A.A.
3. The balance sufficient to make the total payment equal to
4 percent of the actual cost when the construction work
has been completed and accepted by the City and C.A.A.
b. For resident supervision and inspection, the sum of $$4450.00 per
month'for'such time as a resident engineer is required, and the
sum of $35OoOO per month for each assistant engineer or inspector
authorized.
c. For, any additional service required by the Owner, due to changes'
ordered by the Owner, or due to causes beyond the control of the
Engineer, the Owner shall pay the Engineer the expense of such
additional, servicer said expense to be the amount of the payroll
Incidental to such additional services plus fifty (5011%) percent
for overhead, readiness to serve and profit; this expense also
to include at cost all other expenses incidental to this item,
ouch as traveling expense, telegrams, telephone toll calls, extra
reproductions of prints or photos of drawings, specifications and
other documents required for the proper execution for the Owner.
These payme4s shall be due and payable from time to, time as
the services are performed? or as 'the ekcpenses are incurred.
d. The Owner shall pay traveling or other authorized expenses
incurred by the Engineer or his assistants where•traveling in
the discharge of duties connected with these services other
than expenses between the Engineer's office and/or Owner's place
of business and/or the site of the improvement.
e. The Resident ,Engineer shall make field density tests and sieve
analyses. The Owner shall pay for such other tests as may be
required to determine -the fitness of the work.
f. If &W work covered by this agreement designed or specified by
the Engineer shall be suspended or abandoned, the owner shall pay
