We agree to make an examination and report on the condition and operation of the City's combined water and sewage system, such report to include recommendations as to any changes in such operation deemed desirable. We propose to you that we carry on this work on an hourly rate basis, this rate to be double the payroll rate of the employee or employees actually working on the job, each of whose hourly payroll rate is com- puted by dividing the established weekly rate by 40 hours, which is our standard work week. The number of combinations which can be worked out in a proposed rate schedule is almost unlimited arra there is no advantage in going beyond the point of arriving at the schedule which is satisfactory to your Commissioners. For this reason we believe the suggested method will be the cheapest for the City and the best for both parties. If this is acceptable, please sign and return one copy for our files.
