IGINATING DEPARTMENT: APPROVED FOR AGENDA: I BY: On February 1, 1988, the City Commission briefly discussed steps necessary to proceed with selecting a location for the proposed recreation center. At this point, the alternatives appear to consist of: 1) locating the facility in either Kenwood Park or,at the East Crawford Recreation Area or 2) evaluating the feasibility of a conversion of Memorial Hall. The City Commission directed staff to explore with several architectural/engineering firms the estimated cost and length of time necessary to prepare a study evaluating the desgin' concept and the structural integrity of Memorial Hall and the approximate cost of converting the structure into a recreational facility. On Thursday., February 4, —representatives of five local engineering/architectural firms met with John Shaver, Bill Harris and Roy Dudark to discuss . the preparation of such a proposal according to the attatched scope of services distributed to each attender. At noon February 5, the responses were as follows: 'Firm A --interested, 30 days, $30,000 Firm;B--interested, 30 days, $32,500 Firm C --interested, no time given, not to exceed $10,000 Firm D --response unclear, no cost estimate provided Firm E --declined consideration. Should you decide to proceed with such a study, City staff can evaluate proposals and qualifications of the firms and provide any requested recommendations for the next scheduled Commission meeting, February 22. A. Does plan meet regulation space requirements for: 1. Basketball 2. Volleyball 3. Racquetball/Handball 4. Gymnastics 5. Running/Jogging 6. Interior Circulation (other than through major use areas) 7. Off -Street Parking and Site Planning B. Does plan adequately provide for the following: 1. Office Space 2. Child Care Space 3. Lobby and Lounge 4. Maintenance & Mechanical Space 5. Rest Rooms 6. Dressing Rooms/Locker rooms 7. Showers/Sauna/Steam Room 8. Storage Space 9. Meeting Rooms C. An accurate assessment of the useable square footage needs to be made. Evaluate the physical condition of the building and .the capability of the structural components to withstand alteration for the proposed use including: A. Heating and Cooling B. Roof C. Suggested Excavations and Foundation/Wall Stability D. Proposed Interior Alterations E. Exterior Condition Develop apreliminary cost estimate to convert the building into an adequate indoor recreation facility: A. Phase I B. Phase II Indentify any particular elements of renovation that could be problematic and which could potentially exceed projected costs. Page 2 A.
