the purpose of upgrading the existing signing to present day standards.
The portion of this project from about 400 feet west of the center line
of 81 Highway easterly to the city limits is 0.326 mile in length and is a
city connecting link in the State Highway System. In order for the State
Highway Commission to receive the benefits of the state sales tax exemption,
it will be necessary for the City of Salina to designate the State Highway
Commission as its agent in the construction of the project. For your con-
venience, we have prepared a letter addressed to Mr. John D. McNeal, State
Highway Engineer, which contains the information necessary for the State High-
way Commission to receive the benefits from the state sales tax exemption.
We would prefer that you put this letter on the city letterhead.
This project is to be constructed by the State Highway Commission at no
cost to the city. If the proposed letter is satisfactory to the governing
body, we would prefer to have a signed copy returned to the State Highway
Engineer and one copy to this department.

This is in reference to Resolution Number 3050 as adopted by.the Governing
Body of the City of Salina, expressing concern about a traffic hazard which
reportedly exists at the I-70 - North Ohio Street and I-35 - Schilling Road
interchanges because of the lack of lighting facilities at these locations.
We note that a copy of your resolution was also sent to the Kansas State
Highway Commission, informing them of your request that necessary action
be taken to provide adequate lighting at these interchanges. In the
Federal -State relationship concerning highways, the State highway depart-
ments are responsible for initiating all proposed highway projects,
including roadway lighting, and subject to approval by the Bureau of Public
Roads. The City of Salina has accordingly taken appropriate and proper
action by informing the Kansas Highway Commission of their request for
lighting.
We are advising our field office in Topeka, Kansas, of the resolution as
forwarded to us and asking them to review the existing conditions at these
interchanges with the highway department. You may be assured that any
proposal developed by the State regarding the locations in question will
receive full consideration.
Your interest in improving the safety of our highways by calling attention
to the indicated need for lighting at these interchanges is appreciated.
