AN ORDINANCE AUTHORIZING AND DIRECTING THE WATER DEPARTMENT OF THE CITY OF
SALINA, KANSAS, TO INSTALL AND OPERATE EQUIPMENT WHICH WILL FLUORIDE THE WATER SUPPLY
SYSTEM IN THE CITY OF SALINA, KANSAS.
WHEREAS, the Board of Commissioners of the City of Salina, is of the opinion
that it is to the best interest of and to the benefit of the public health of the water
consumers of the city water supply and the residents of the City of Salina to treat the
city water supply with approved fluoride compounds.
NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF SALINA, KANSAS:
Section 1. The Water Department of the City of Salina is hereby directed and
authorized to install and operate equipment which will introduce sufficient fluoride compounc
to raise the fluoride concentration in the finished water to one (1) part of fluoride for
every million parts of water being distributed to the water supply system of the City of
Salina, or such concentration as is ordered from time to time by the Kansas State Board of
Health.
Section 2. The City '�Jater Department shall operate said fluoride system in
accordance with standards established by the Kansas State Board of Health and shall make
such periodic inspections as in their judgment may be deemed necessary to safeguard the
health and welfare of the citizens of Salina and shall be responsible for the expedient,
safe, proper and efficient operation of said fluoridation.
Section 3. This ordinance shall take effect and be in force from and after its
passage, approval and publication in the official city paper, and after the Kansas State
Board of Health has given its permission to fluoridate the City's water supply.

Ordinance was introduced for first reading 3/10/1969. Job 501
The City Manager reported on Petition Number 3022 filed by George F. Johnson on
November 18, 1968, for street lights on Ridgeview Road, and said that K. P. & L. had been
contacted, and the additional cost for underground wire would be $600.00. This amount has
been collected from the property owners and paid to K. P. & L. A motion was made by
Commissioner Rundquist, seconded by Commissioner Casebeer to approve the petition for the
underground wires and street lights. Ayes: (5). Nays: (0). Motion carried.
Petition Number 3039 was filed by John C. Ryberg for Rezoning a part of the west i
of Section 7, Township 14 South, Range 2 West of the 6th P.M. - Address 200 North Ohio -
from District "A" to District "C" (Community Unit Plan). A motion was made by Commissioner
Waddell, seconded by Commissioner Casebeer to refer the petition to the Salina City Planning
Commission. Ayes: (5). Nays: (0). Motion carried.
Joe Stevens, Jim Dalton and others from Brown Mackie School of Business Fraternity
were present asking the City Commissioners for permisslon to sweep and clean the 2 arcades
in the 100 block of South Santa Fe Avenue. There was no motion made, but the City
Commissioners said they appreciated them wanting to do this for the City, and authorized
them to do so.
Virginia Brockway was present arguing the legality of the ordinance the, City.
Commissioners passed last November, in reference to fluoridation of the City Water Supply.
She stated that she has a petition with 40 signatures and knew of other petitions with
approximately 120 names that could be filed. She did not file her petition. Dale Joseph
and Bryon Hough spoke against the fluoridation of the water supply.
Mrs. Jack Stewart has a petition signed by more than 500 persons approving the
fluoridation of the water supply. The petition was not filed. Dr. Vernon Osborn, President
of the Salina Dental Society; Dr. Donald Amend, President of the Kansas Dental Society;
Dr. Gordon Maxwell, Dr. Neat Jenkins; Mrs. Bill Usher and others were present in favor
of the fluoridation of the City water supply and the action the City Commissioners have
taken.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (bills). A motion was made by Commissie
Casebeer, seconded by Commissioner Waddell to adopt the ordinance as read and the following
vote was had: Ayes: Yost, Casebeer, Milliken, Rundquist, Waddell (5). Nays: (0).' Mayor
approved the ordinance and it is numbered A-1477. Carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (payroll) A motion was made by Commissi
Casebeer, seconded by Commissioner Waddell to adopt the ordinance as read and the following
vote was had: Ayes: Yost, Casebeer, Millikan, Rundquist, Waddell (5). Nays: (0). Mayor
approved the ordinance and it is numbered A=1478. Carried.
