RE: Application #Z83-5, filed by Tim Howison, requesting to change the district
zoning classification from R-! (Single-Family Residential) to R-2 (Multiple-
Family Residential) on the South 60' of Lots 2] and 23, Kirwin Avenue in the
Addition to the Grounds of Kansas Wesleyan University, an Addition to the City
of Salina, Saline County, Kansas. (Approximately 1503 Osborne)
On December 6 and 20, 1983, the Salina City Planning Commission conducted a public
hearing on the rezoning contained in the above referenced application. Several
issues arose, including concern over adequacy of the existing storm sewer and the
and the discovery of a apparent illegal use of part of the property immediately
North the request area, which could have an adverse legal effect on this applica-
tion. Therefore, on December 20, 1983, a motion was made to approve this rezoning
application, but was defeated by a vote of two in favor and three opposed (2-3).
As a result, the recommendation of the Salina City Planning Commission is that this
application be denied. Should you concur in this recommendation, a motion to that
effect is all that is necessary at today's meeting.
