annexation of approximately 39.75 acres of land in the NE¼ of the NW¼ of
Section 1, Township 15 South, Range 3 West of the 6th Principle Meridian in
Saline County, Kansas. (Approximately one-quarter mile east of South Ninth
St. on the south side of Schilling Road)
On October 1, 1985, the Salina City Planning commission conducted a public hearing
on the above-referenced tract. If this application is approved, the applicant
proposes to sell this tract for development of a mobile home subdivision with
about 120 residential lots. Applications P85-4 and PDD85-3, requesting platting
and approval of a Planned Development District, are pending and their approvals
are contingent upon approval of this annexation request.
Upon conclusion of the public hearing, the Planning Commission unanimously (5-0)
approved a motion recommending this tract be annexed by the city.
Kansas Statutes permit cities to annex noncontiguous tracts only if the County
Commission does not object to that measure. This tract is located about one-
quarter mile south of the south limits of Salina. The County Commission on
September 24, 1985, adopted Resolution #1041, which included the finding that
annexation of this tract by the city would not hinder or prevent proper growth in
the county.
If it is the desire of the City Commission, therefore, to annex this tract, the
attached ordinance should be placed on first reading today, and second reading
will be scheduled for October 28, 1985.

A Resolution Advising the Board of Commissioners of the City of Salina,
Kansas, on the findings of the Board of Commissioners of Saline County
regarding a noncontiguous annexation of certain land.
Be it resolved by the Governing Body of Saline County, Kansas:
Section 1. That consideration was given to annexation of certain land to
the City of Salina, said land being legally described as, to-wit:
The Northeast Quarter (NE¼) of the Northwest Quarter (NW¼) of Section
One (1), Township Fifteen (15) South, Range Three (3) West of the
SSxth Principal Meridian, Saline County, Kansas, less right-of-way of
the Union Pacific Railroad
owned by Dorris E. Winslow,-Dorothy A. Winslow, and First National Bank and
Trust Company of Salina, Trustees of the Anna M. Debold Trust, whose legal
residence and post office address is P.O. Box 839, Salina, Kansas, and who
has filed a petition for a~nexation.
Section 2. That, in.accordance with the provisions of K.S.A. 12-5£0c, the
Board of Commissioners of Saline County, Kansas, find and determine that
the annexation of said land will not hinder or prevent the proper growth
and development of the area or that of any other incorporated city located
within Saline County.
Adopted by the Board of Commissioners and signed by the Chairman this 24th
day of September, 1985.

AN ORDINANCE ANNEXING CERTAIN LAND TO THE CITY OF SALINA
KANSAS, IN CONFORMITY WITH THE PROVISIONS OF K.S.A. 12-519 to 12-526
INCLUSIVE.
BE IT ORDAINED by the Governing Body of the City of Salina, Kansas
Section 1. That the following described land, to-wit:
The Northeast Quarter (NE¼) of the Northwest Quarter
(NW¼) of Section One (1), Township Fifteen (15)
South, Range Three (3) West of the Sixth Principal
Meridian, Saline County, Kansas, more particularly
described as follows:
Beginning at the NE corner of the NW¼ of said Section
1;
Thence S0°19'20"E a distance of 1316.04 feet to the SE
corner of the NE¼ of said NW¼;
Thence S89°52'45"W a distance of 1317.19 feet to the
SW corner of the NE¼ of said NW¼;
Thence N0°20'37"W a distance of 1312.87 feet to the NW
corner of the NE¼ of said NW¼;
Thence N89°44'29"E a distance of 1317.67 feet back to
the point of beginning.
Said tract contains 39.754 acres, more or less.
