A resolution consenting to participation in the Kansas Enterprise Zone non-metropolitan regions and
reconfirming support for the Regional Strategic Pan and Re gional Incentives,by requesting the
Kansas Secretary of Commerce to approve the designation of Saline County as a Non-Metropolitan
Business Region under the Kansas Enterprise Zone Act.
BACKGROUND:
The North Central Regional Planning Commission provides basic planning services to member
counties and cities within a 12-county region of North Central Kansas. It has developed a skilled staff
capable of both preparing applications and administering grant awards from Department of Commerce
and Kansas Housing Resource Corporation. The NCRPC has a housing division that administers a
33-county household weatherization program in North Central and Northwest Kansas, making homes
more energy efficient. It also performs housing inspections for the state administered First-Time
Homebuyer Program and the Multi-Unit HUD Housing Program. The agency employs full-time state
certified housing inspectors. The NCRPC has a strong economic development component, working
with private businesses to identify market potential and financial sources. Supporting this activity, the
NCRPC maintains a revolving loan program serving eight counties. The NCRPC initiated a local dial-
up Internet service by establishing the North Central Kansas Community Network, Inc., in 1995. This
not-for-profit service provides local access to communities in North Central Kansas, thus eliminating
long-distance fees associated with traditional dial-up Internet connections.
Recently the NCRPC, who supports and manages the Kansas Enterprise Zone Act requirements for
the region, has updated the regional strategic plan. This plan was adopted by the Board of Directors
and now is being requested to be ratified by all supporting units of government of which both Salina
and Saline County are represented.This is a routine resolution required by the State of Kansas
Department of Commerce requesting our region to maintain its designation as a ’non-metropolitan
business region’ under the Kansas Enterprise Zone Act. The Enterprise Zone Act of 1992 allows the
designation of non-metropolitan regions, either individual counties or a group of counties, to use the
Act as a means of encouraging economic development and job creation. For example, qualified
businesses (generally manufacturing and similar basic industries) which are building or expanding in
the enterprise zone region to be eligible for certain sales tax exemption and enhanced state tax credits
for job creation, e.g. $2,500 per new employee.
In addition to the State tax benefits, local governments are encouraged to support the resolution and
add other city and county-wide incentives for qualifying businesses to locate or relocate to Saline
County. Included in the Salina incentives are no fee charges for Development Review Team planning
processes; reduced or no fee for building permits for construction in specific areas of the community;
potential property tax rebates including but not limited to: Industrial Revenue Bonds, Tax Increment
Financing, Community Improvement District Incentives, Transportation District Incentives; to be
included in other local incentives from the Salina Economic Development Incentive Council Grants,
Project Open Funding Program and other Salina Chamber of Commerce sponsored training and

Saline County was approved for inclusion with other area counties in the designation of non-
metropolitan enterprise zone region in 1993. This status was reconfirmed in 1997 and again in 2005.
Most recently the North Central Regional Planning Commission has updated and reconfirmed support
for the qualifying regional strategic plan and regional incentives and now asks for your ratification.
NCRPC serves as the Enterprise Zone administration for Saline county as well as Cloud, Dickinson,
Ellsworth, Jewell, Lincoln, Mitchell, Ottawa, Republic and Washington Counties.
FISCAL NOTE:
There would be no fiscal impact to the city by making this change.
CONFORMANCE WITH THE STRATEGIC PLAN:
Related Strategic Plan goals may include:
Goal 2: The City will provide the highest quality of services, consistent with governing body direction,
available resources and staff commitment to quality.
Goal 3: The City will maintain growth and development polices that are updated to reflect current
conditions and desired growth direction
COMMISSION ACTION:
The following options have been identified for consideration by the City Commission:
1.) Adopt Resolution No. 10-6752 after making any specific changes that would be determined by
the Commission.
2.) Adopt Resolution No. 10-6752 as recommended by staff and the Salina Area Chamber of
Commerce, supporting North Central Regional Planning Commission Board of Directors, in the
designation of a Kansas Enterprise Zone for Saline County.
3.) Take no action at this time resulting in the city removing itself from the designation of a Kansas
Enterprise Zone.
STAFF RECOMMENDATION
:
Staff would recommend that the Commission approve Resolution 10-6752, reconfirming support for
the Regional Strategic Plan including the Regional Incentives as qualified for designation of a non-
metropolitan Kansas Enterprise Zone.

QUALIFYING REGIONAL STRATEGIC PLAN AND RE QUESTING THAT THE
SECRETARY OF COMMERCE APPROVE THE CITY OF SALINA AS A KANSAS
ENTERPRISE ZONE DESIGNATED NONMETROPOLITAN BUSINESS REGION.
WHEREAS,
K.S.A. 74-50,116(a)(2) requires the City to consent in writing to participate in a
Kansas Enterprise Zone nonmetropolitan regional business program; and
WHEREAS,
a regional strategic plan, required by K.S.A. 74-50,116(c)(2), has been updated
and adopted by the Board of Directors of North Central Regional Planning Commission including
Salina and Saline County; and
WHEREAS,
regional business incentive(s) of offering local businesses all regional incentives
from the North Central Regional Planning Co mmission through staff services, Rural Business
DevelopmentTax Credits, Grants and/or Loans, and Training Opportunities, will be offered to all
qualified businesses in the City; and
WHEREAS,
additional county-wide business incentive(s) by offering qualified businesses
located in or relocating to Sa line County through potential Property Tax Abatements, Industrial
Revenue Bonds, Tax Increment Financing and Salina Economic Development Incentive Council
Grants, will be offered to all qualified businesses in the County; and
WHEREAS
, additional city-wide business incen tive(s) through potential Property Tax
Abatements, Industrial Revenue Bonds, Tax In crement Financing, Community Improvement
Districts, Salina Economic Development Incentive Council Grants, Project Open Funding Program
Options, and Salina Area Chamber of Commerce sponsored training/ seminars, will be offered to all
qualified businesses in the City; and
WHEREAS,
all qualified businesses in the City w ill be notified of the availability of the
business incentive(s) indicated above through multiple tools, including and not limited to: One-On-
One meetings or conferences with potential business interests through Saline County, City of Salina
and Salina Area Chamber of Commerce staff; and a dvertising through print media, news articles,
newsletters, websites, open meeting, website notices through: mass mailings and email lists, news
articles in the local and regional newspapers, community access tv, local and regional tv reports;
website information from all entities mentione d above, and partnerships with other economic
development agencies such as the Department of Commerce, North Central Regional Planning
Commission, Department of Labor, MAMTEC, etc, and
WHEREAS,
the City Commission of the City of Salina chooses to participate as a (or part of
a) Kansas Enterprise Zone designated nonmetropolitan business region as provided by K.S.A. 74-50,
116; and
WHEREAS,
the City intends this resolution to constitute and evidence a written agreement to
consent to such participation in a Kansas Enterprise Zone nonmetropolitan region with Saline County.
NOW, THEREFORE,
BE IT FURTHER RESOLVED
by the Governing Body of the City of Salina, Kansas:
Section 1.
That the Kansas Secretary of Commerce is hereby requested to approve the County
of Saline as a Kansas Enterprise Zone designated nonmetropolitan business region pursuant to the
Kansas Enterprise Zone Act.
Section 2.
That this resolution shall be in full force and effect from and after its adoption.
