AGENDA SECTION ORIGINATING DEPARTMENT: APPROVED FOR NO: 8 AGENDA: COMMUNITY DEVELOPMENT SERVICES DEPARTMENT ITEM NO. 2 BY: Judy Irvin BY: Page 1 ITEM: Consider a recommendation to re-allocate unused grant funds to eligible local agencies for the 2009- 2010 Kansas Emergency Shelter Grant Program and authorize a grant performance time extension to complete grant close-out reports. BACKGROUND: On July 27, 2009, the Salina City Commission authorized allocation of $37,207 in Emergency Shelter Grant funds to Ashby House, Ca tholic Charities, DVACK, The Emergency Aid/Food Bank and The Salvation Army for the ESG grant cycle covering July 1, 2009 through June 30, 2010. In preparing to close out the 2 009-2010 grant funds and submit a reimbursement request to the Kansas Housing Resources Co rporation (KHRC), I learned the Salvation Army had mistakenly thought their decision to withdraw from the 2010-2011 ESG application preceded award of ESG funds in July, 2009. In July, 2009, they acknowledged notification of their award by completing their ESG budget itemization form and furnishing matching funds information.However, it appears awareness of their $3,015 ESG award may have been overshado wed by obligations which came with $35,703 the city subsequently allocated to them from $163,000 in Rapid Re-Housing (HPRP) funds. HPRP- recipient agencies have all struggled with new and considerable implementation requirements, also administered under KHRC, which began in September of 2009. I immediately contacted the KHRC grant administrator for instructions. He confirms ESG funds are awarded to the City of Salina as sub-grantee and that the commission is free to distribute funds according to ESG regulations to KHRC-authorized agencies, including to re-allocate unspent funds. There was also a routine reques t from DVACK to move funds fr om one designated category to another, as they had experienced much higher shel ter operating costs than budgeted for this past winter. The amount of DVACK’s budget shortfall was less than the unspent funds. Catholic Charities was not able to submit a Rapid Re-Housing application in time to receive HPRP funds last fall, thus has received much less support for homeless services than the other remaining agencies. They have provided more services to ESG clients than t hey had been able to be reimbursed for under their 2009-2010 grant award. The following is staff’s recommendation to re-allocate $3,015 of unused 2009-2010 ESG funds, based on expressed need and consistent timely submittal of grant-required reports: DVACK $1,207 (shelter utilities) Catholic Charities $1,808 (essential services, staff salaries) TOTAL $3,015 FISCAL NOTE: There is no impact on the budget, if ESG funds are re-allocated to existing ESG agencies. RECOMMENDED ACTION: If the City Commission approves the allocation of funds as recommended by staff, a motion should be passed to re-allocate $3,015 in 2009-2010 ESG funds and authorize the mayor to sign a letter to KHRC requesting an extension of time to complete grant close-out documents.
