Receive public comment regarding the proposed use of FY 2010 Edward Byrne Memorial Justice
Assistance Grant (JAG) program funds, and approve the JAG program grant application and
equipment acquisition, as presented.
BACKGROUND:
The former Local Law Enforcement Block Grant Program (LLEBG) has been blended with the former
Byrne Grant and is now called the Edward Byrne Memorial Justice Assistance Grant (JAG) Program.
The JAG Program, administered by Office of Justice Programs' Bureau of Justice Assistance, allows
local governments to support a broad range of activities to prevent and control crime and improve the
criminal justice system. JAG grant funds are awarded directly to local governments according to a
formula based on population served and FBI violent crime statistics.
The City of Salina has been awarded $24,457 in FY 2010 JAG funding. As Saline County has neither
the population base nor violent crime rate to receive a direct award, we have once again been certified
as a disparate jurisdiction, and must share the award with Saline County. Sheriff Kochanowski has
agreed to accept the JAG amount of $3,905, and the City will receive $20,552, which is approximately
what each jurisdiction would have been eligible to receive if there was no identified disparity. Unlike
the LLEBG, there is no matching fund requirement.
Under the requirements of the grant, an applicant must make the grant application available for review
by the governing body and ensure that the public has the opportunity to comment. Please see JAG
application documents attached for your review, to include: Project Information, Program Narrative,
Budget Narrative and Memorandum of Understanding.
We would like to designate "Digital Mobile Patrol Cameras" as the program purpose for which JAG
funds will be used. The JAG award amount will fund the purchase of four digital in-car cameras,
based on the State of Kansas bid price.
RECOMMENDED ACTION:
Authorize the submittal of the JAG program grant application as presented, and the acquisition of four
Watch Guard brand digital mobile cameras, based on the State of Kansas bid price.

Program Narrative
To Whom It May Concern:
This letter is a request for BJA Director Certification, which will enable our departments
to use funds awarded to the Salina Police Department in the amount of $24,457, from the
Justice Assistance Grant (JAG). Our departments would share the monies, $20,552 for
the police department and $3,905 for the sheriffs office.
This grant would allow the Saline Police Department to acquire four state-of-the-art,
Watch Guard digital mobile cameras which could not otherwise be obtained due to cost
constraints. These cameras would be used daily to obtain evidence on a multitude of
criminal cases. This technology could also benefit the department and citizens if
allegations are directed towards officers and (the digital camera recording the event)
would assist in the investigation.
This grant would allow the Saline County Sheriff's Office to acquire the following items:
. One set of iWitness Auto-ca1 Calibration Placards, one set of iWitness Cone Style
Photogrammetric Markers, and two sets ofiWitness Field Marker Targets.
During last year's BJ A grant, the Sheriff's Office purchased an iWitness
diagramming system. This would compliment and further enhance the
functionality of this equipment.
. Two Moultrie 5.0 Outfitter Cameras w/IR Flash. These will be used during
numerous criminal investigations in a IUral setting to include theft of anhydrous
ammonia, monitoring of suspected marijuana fields, and monitoring of high crime
areas.
. Sixteen Garman Nuvi 1450 GPS units. Each Sheriff's Office vehicle would be
equipped a GPS unit to aid Sheriff Deputies in making a more expeditious
response to calls for service.
These items would not otherwise be purchased due to tight budgetary constraints.

MEMORANDUM OF UNDERSTANDING
BETWEEN THE CITY OF SALINA AND COUNTY OF SALINE, KANSAS
2010 JUSTICE ASSISTANCE GRANT (JAG) PROGRAM
Pursuant to the Justice Assistance Grant Program requirements for jurisdictions certified
as disparate, the CITY and COUNTY agree as follows:
Section 1
CITY agrees to serve and is designated by the COUNTY as applicant/fiscal agent for the
joint grant funds of$24,457.
Section 2
CITY agrees to pay COUNTY a total of $3,905 ofJAG funds, with the CITY retaining a
total of$20,552 ofJAG funds, which represent JAG suggested amounts based on what
each jurisdiction would have been eligible to receive if there was no identified disparity.
Section 3
CITY designates "WatchGuard Digital Mobile Video Cameras" as the program purpose
for which JAG funds will be used, and agree to expend all funds within the time period
specified in the grant award.
COUNTY designates "iWitness Cone Style Photogrammetric Markers, iWitness Field
Marker Targets, Moultrie 5.0 Outfitter Cameras w/IF Flash, and Garman Nuvi 1450 GPS
units" as the program purpose for which JAG funds will be used, and agree to expend all
funds within the time period specified in the grant award.
Section 4
Each governing body finds that the performance of this agreement is in the best interests
of both parties, that the undertaking will benefit the public, and that the division of costs
fairly compensates the performing party for the services or functions under this
agreement.
This memorandum of understanding is made and entered into this ~day ofJune,
