COMMISSION ACTION MOTION BY SECOND BY TO: SALINA HOUSING AUTHORITY POST OFFICE BOX 1202 118-A SOUTH 7th STREET SALINA, KANSAS 67402-1202 PHONE: (913) 827-0441 July 19, 1985 TO: All City Commissioners and City Manager: At the Housing Authority of Commissioners Meeting Thursday, July 18, 1985, I was instructed to expand our requests for consideration at the July 22, 1985, City Commission Meeting. We now have three items to cover. First is the Amendment to extend the Section 8 Rental Asssitance for two years ending August 1, 1988. This program assists 131 elderly individuals and families with their rent in privately owned housing. Currently about $20,000.00 per month is being paid directly to private landlords on behalf of the 131 tenant families. Second is payment of our Fiscal Year 1985, Payment In Lieu of Taxes (PILOT). The payment for the year ending June 30, 1985, is $7,044.47. Finally the Board wishes to request that the PILOT arrearage for fiscal years 1977 to 1983 be forgiven. Our financial position is improving, to the point that we now have a current year operating reserve of $8,909.00, after starting the year with a deficit of $9,463.00. However, we need to carry a reserve of $36,000.00 to be in conformance with HUD Operating Guidelines. The waiver of the PILOT which is in arrearage would enable the Authority to further its efforts to improve the maintenance of the houses and to achieve financial stability. Sincerely, R.
